2. APPROVAL OF MINUTES for June 24, 2020 Meeting

3. BID OPENING – Public Works (Scott Adams)
Bid Opening for Douglas County Public Works, Project #11058: Slurry Seal - Green District 2020.


5. COMMISSIONERS – Contract (Commissioner Freeman)
Contract #30000399 between Douglas County and Jamison & Sullivan, Inc., to provide services to Douglas County on behalf of Oregon Timber Counties Coalition.

6. COUNTY COUNSEL – Ordinance Amendment (Paul Meyer)
Amending sections 12.08.170, 12.08.180, 12.08.190, 12.08.210 and 12.08.350 of the Salmon Harbor Ordinance and deletion of sections 12.08.020 and 12.08.040.

7. HUMAN RESOURCES – Authorization to Pay (Paul van Dyk)
Authorization to pay County’s major insurance policy premium invoices necessary to maintain coverage for 2020-21, including excess liability, excess workers’ compensation, and property insurance.

8. LAND – Easement Agreement Modification (Rocky Houston)
Modification of Right of Way Easement between Douglas County and Champion Timberlands and Champion International Corporation. County consents to the assignment of rights under the original easement to Rayonier Forest Resources, L.P. who is the successor in interest to Champion Timberlands and Champion International Corporation under the Right of Way Easement Agreement dates August 27, 1980.

9. LAND – Permit of Entry (Rocky Houston)
Permit of Entry agreement between Douglas County, James Gell, and Champagne Creek Ranch Inc. allowing the County to enter and cross their properties to perform tree removal and fence repair. Permit of Entry expires August 15, 2020.

10. LPSCC – Grant Agreement (Melissa McRobbie-Toll
Criminal Justice Commission is awarding Douglas County $50,044.00 in grant funds to be used to support the Douglas County Local Public Safety Coordinating Council (LPSCC) Coordinator position between April 1, 2020 and September 30, 2020. This is leftover funding from the federal grant that the CJC used in 2017 to hire six (6) LPSCC coordinators statewide, including Douglas County.

11. PARKS – Park Designation (Rocky Houston)
Pursuant to ORS 275.320, designating the real property as a public park to be known as the Douglas County Fairgrounds RV Parks and Campground.

12. PUBLIC WORKS – Contract Assignment (Scott Adams)
Assignment #1 for Contract #30000343 between Douglas County and CB Pacific to upgrade computer software on Galesville Dam SCADA computers.

13. PUBLIC WORKS – Agreement (Scott Adams)
Agreement between Douglas County and Wildlife Safari to Chip Seal Safari Road.

14. PUBLIC WORKS – Contract (Scott Adams)
Contract #30000381 between Douglas County and Guido Construction Inc., to provide traffic control/flagging services on an on-call/as needed basis.

15. PUBLIC WORKS – Contract (Scott Adams)
Contract #30000387 between Douglas County and Vexcel Imaging for annual subscription of VDP Large Government Base True Color 20cm GSD Resolution Data Current imagery and VDP Large Government Premium Post-catastrophe imagery via GIC.

16. PUBLIC WORKS – Purchase of Real Property (Scott Adams)
Order Accepting Warranty Deed from Finell Ranch, LLC to install and maintain an emergency temporary detour bridge on South Myrtle Road (County Road #18) at milepost 10.71 over South Myrtle Creek. Purchase Price is $861.61.

17. PUBLIC WORKS – Order Authorizing Purchase (Scott Adams)
Order authorizing purchase of traffic striping paint under cooperative purchasing provisions of a competitively bid contract executed by the Deschutes County Road Department and Ennis-Flint, Incorporated. Final cost for 41,250 gallons at $8.65 per gallon totals $356,812.50.
