2. APPROVAL OF MINUTES for February 12, 2020 Meeting


4. ASSESSOR – Contract Modification (Heather Coffel)
First modification to Contract #31441 between Douglas County and Tyler Technologies, Inc. to adjust project to start no later than December 31, 2020.

5. CLERK – Contract Extension (Daniel Loomis)
Fourth extension of Contract #27348 between Douglas County and Convenient Payment LLC dba Intellipay Inc. to extend term date to March 12, 2021. All other terms remain unchanged.

6. LAND – Lease Agreement (Rocky Houston)
Lease agreement between Douglas County and UCAN for space at the Reedsport Annex, Room 112, located at 680 Fir Ave Reedsport, for United Community Action Network to provide WIC, Maternal Child Adolescent Health programs and other related programs. Rent will be zero dollars per month, but UCAN will pay County $100.00 per month for utilities.

7. PARKS – Campsite Survey (Rocky Houston)
Campsite Survey form for Douglas County Parks certifying that each of the campsites listed in the survey meets the requirements of Oregon Administrative Rules, 736-007-0005-Definitions and 736-007-0020-Campsite Survey.

8. PLANNING – Notice of Timber Sale (Joshua Shaklee)
Notice of Timber Sale for the 2020 harvest year. Bear Gulch #317 contains approximately 39 acres and 799,000 board feet. This sale will be offered by sealed bid with a due date of March 11, 2020 at 10:00AM.

9. PLANNING – Planning Advisory Committee Reappointments (Joshua Shaklee)
Planning Advisory Committee reappointments – South County PAC: Gerald Briggs and Carolyn Ireland; Coastal PAC: Becky Brosi-Shepherd (and to Committee for Citizen Involvement – “CCI”); North County PAC: Judith Bacon. CCI solicited input from PAC members. All PAC members recommended for reappointment by the CCI with term dates of November 27, 2022 for all.

10. PUBLIC WORKS – Completion of Contract (Scott Adams)
Order accepting completion of Contract #31599 for Project #10981, Frozen Creek Culvert Replacement, North Myrtle Rd., MP 6.47.

11. PUBLIC WORKS – Purchase of Vehicle for O&M (Scott Adams)
Order authorizing purchase of two (2) 2020 Ford F150 Super Cab 4x4 vehicles from Landmark Ford Lincoln. Douglas County is authorized to purchase from State Contract #5550. Fleet has determined this order is best value for the County. Purchase price $27,346.00 each for a total of $54,692.00.

12. PUBLIC WORKS – Permit of Entry (Scott Adams)
Permit of Entry between Douglas County and Janice Blanton allowing the County to enter property to perform activities required for a slide repair along Richardson Rd. (County Road #182) at milepost 0.39.

13. PUBLIC WORKS – License of Entry (Scott Adams)
License of Entry between Douglas County and Umpqua Sheet Metal allowing the County to enter property to make improvements to their existing driveway as part of the Old Hwy 99N: Winchester Bridge to Pleasant Ave Project.

14. PUBLIC WORKS/Operations and Maintenance – License for Entry upon Real Property (Scott Adams)
License for Entry upon Real Property between Douglas County and Joe Henry for the county to stockpile chip seal aggregate on his property. Term of agreement from March 1, 2020 through August 31, 2020.

15. PUBLIC WORKS/Operations and Maintenance – Contract (Scott Adams)
Contract between Douglas County and Boulder Creek Timber Company, for road maintenance services on an on-call/as needed basis not-to-exceed $50,000.00 with a term date of December 31, 2020.

16. SOLID WASTE – Contract Modification (Scott Adams)
First modification of Contract #30000114 between Douglas County and Nexcom Networks to modify Contractors services and rates to include Roseburg Transfer Site Pay Station #2.
