1. PLEDGE OF ALLEGIANCE

4. DISTRICT ATTORNEY – VOCA/CFA Grant Agreements (Rick Wesenberg/Steve Hoddle, Sr.)
The VOCA Federal Award provides $440,322.00 and the CFA Award provides $123,695.81, for a total award amount of $564,018.00 for the biennium 2019-2021. Funding fully funds the Victims Assistance Department which includes 1 full time Victim Coordinator, 1 full time Victim Advocate and 1.7 FTE Victim Advocate. These grants have been awarded since approximately 1983.

5. BUILDING FACILITIES – Contract Agreement (David Palmer)
Contract #30000181 between Douglas County and Zerbach Construction, Inc. for repairs to Dorm 4 RSAT room, at the approximate cost of $36,493.56, with a completion date of May 29, 2020.

6. BUILDING FACILITIES – Contract Agreement (David Palmer)
Contract #30000187 between Douglas County and Umpqua Valley Fire Service, Inc. for replacing approximately 118 dry pendant sprinkler heads, at the cost of $29,240.00, with a completion date of June 21, 2020.

7. LAND – Permit of Entry (Rocky Houston)
Permit of Entry granted to Western Display Fireworks LTD. To enter Ork Rock County Park in Winchester Bay for the purpose of executing the 4th of July fireworks display.

8. PARKS – Property Use License (Rocky Houston)
Property Use License between Douglas County and Oregon State University to allow permission for OSU to use the ATV Staging Area, Winchester Bay, to conduct ATF Safety Youth Rider Endorsement classes.

9. PARKS – License Agreement (Rocky Houston)
License Agreement between Douglas County and Tower Optical Company Inc., for a coin-operated binocular viewing machine on real property in Winchester Bay, under the management and control of the Douglas County Parks Department.

10. PARKS – Contract Modification (Rocky Houston)
First Modification of Contract #31680 between Douglas County and LTM Incorporated, DBA Knife River Materials for Rehabilitation Project #148 at Windy Cove B. This modification in the amount of $52,167.26, increases the total contract price to $218,002.26.

11. PLANNING – Contract Agreement (Joshua Shaklee)
Contract Agreement #30000192 between Douglas County and Santos Reforestation, Inc. to plant 20,000 seedlings on County forest land. Two bids were received with Santos Reforestation Inc. being the successful bidder at $550.00 per thousand seedlings, for a total cost of $11,000.00.

12. PUBLIC WORKS – IGA Extension (Scott Adams)
First Extension between Douglas County and the City of Roseburg under recording number “CJ 2019-03447”, for Work Crew Services. The term of the agreement is extended to June 30, 2021, subject to termination as otherwise provided.

13. RADIO COMMUNICATIONS/IT – Contract Assignment (Sean Fallon)
Contract #30000020 between Douglas County and Silke Communications Solutions, previously known as Silke Communications, which became an employee-owned company in 2019. The contract assigns its rights and delegates its duties under the original contract “CJ 2019-1165” for use of the Canyon Mountain Communication Site to Silke Communications Solutions.

14. RADIO COMMUNICATIONS/IT – Assignment and Modification of Lease Agreement (Sean Fallon)
Assignment of/and Modification of Lease Agreement between Douglas County and Silke Communications Solutions, previously known as Silke Communications, which became an employee-owned company in 2019.
The agreement assigns it right and delegates its duties under the original contract “CJ 2016-0892” for use of the Canyon Mountain Communication Site to Silke Communications Solutions. Additionally, the “Notices” section of the agreement has been modified to reflect the new address.

15. SHERIFF – Purchase Order (Undersheriff Frieze)
Order authorizing purchase of one (1) 2020 Police Interceptor Utility AWD from Landmark Ford Lincoln using State Contract #5550. The purchase price of $39,216.42, will be paid with funds received from a private donation for the K9 program.

The next regularly scheduled Board meeting will be held February 19, 2020 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
