MINUTES of the Board Meeting of September 6, 2006, to be approved.

BIDS

1. (Fleet) Bid Opening #926: One (1) new four axle transport truck.

2. (Fleet) Bid Opening #929: One (1) new full size ½ ton 2-wheel drive pickup with short wide box / standard cab.

3. (Fleet) Bid Opening #930: Two (2) new ¾ ton heavy duty 4-wheel drive pickup with short wide box / crew cab.

CITIZEN PARTICIPATION

BUILDING FACILITIES

1. Extension of Contract #21398 with Stay N Power for UPS preventable maintenance inspection and service. This is for the County’s 911 Communications uninterrupted power source back-up system.

2. Contract with Harvey and Price Mechanical Contractors for the replacement of the boiler at the Douglas County Library.

CLERK

1. Order dissolving North Canyonville Water district and North Canyonville Sewer District pursuant to ORS Chapter 198. Both districts have been found to be inactive.

2. Quitclaim Deed from North Canyonville Water District and North Canyonville Sewer District. Both districts have been found to be inactive and are being dissolved. This deed conveys the sole remaining asset to a pipeline easement to the City of Canyonville. Document number 94-00245.

HEALTH

1. Contract with Lamar Transit Advertising to install, maintain and change all advertising on and inside County’s Umpqua Transit buses for specific periods of time.

2. Supplemental to Staff Care Agreement for locum tenens coverage for Dr. Jean Purvis to provide mental health services to County from September 30, 2006 to November 2, 2006.

INFORMATION TECHNOLOGY

1. Purchase of upgrade for Petra Vend (fuel and security equipment) for Public Works and Fleet Services. Procurement qualifies a sole source and is exempt per LCRB 4.5.

LAND

1. Resolution to relinquish title of property to the City of Drain. This parcel was acquired through property tax foreclosure and will be used for a public purpose by the City of Drain.

PLANNING

1. Hearing for Annexation of property and “Order Incorporating Territory” to the Douglas County fire District #2. Chief Petitioner: Oliveira. There are no known objectors at this time. This will be the final hearing; no other hearings are necessary.

2. Hearing for Annexation of property and “Order Incorporating Territory” to the Douglas County Fire District #2. Chief Petitioner: Veal. There are no known objectors at this time. This will be the final hearing; no other hearings are necessary.

3. Hearing for Annexation of property and “Order Incorporating Territory” to the Douglas County Fire District #2. Chief Petitioner: Ring. There are no known objectors at this time. This will be the final hearing; no other hearings are necessary.

4. Hearing for Annexation of property and “Order Incorporating Territory” to the Roseburg Urban Sanitary Authority. Chief Petitioner: Lemb. There are no known objectors at this time. This will be the final hearing; no other hearings are necessary.

5. Hearing: Shirley McSperitt request for Comp Plan Amendment, Zone Change, Irrevocably Committed Exception to Goals 3 and 4, and Reasons Exception to Goal 14. Because the request involves both resource land and exception, the Board must now hole a hearing on the record to affirm, reverse or modify the Planning Commissioner decision. Planning Department File No. 06-136.

6. Hearing: Speedway LLC & Huffman-Wright, request for Comp Plan Amendment, Zone Change and Reasons Exception to Goals 3 and 14 to allow expansion of the Green UUA. Because the request involves both resource land and exception, the Board must now hold a hearing on the record to affirm, reverse or modify the Planning Commission Decision. Planning Department File No. 06-138.

7. Order: Affirming the decision of the Planning Commission in the Valynn Currie Quasi-Judicial Amendment to the Douglas County Comprehensive Plan. Planning Department File No. 06-137.

PUBLIC WORKS

1. Order accepting easement from David and Dawnya Lucas for connection to the Glide-Idleyld Park sewer system.

2. Modification of lease agreement with Oregon Department of Transportation for Sunrise Enterprises property.

3. Intergovernmental Agreement for culvert replacement on Redding Creek with The Partnership for the Umpqua Rivers.

4. Local Agency Agreement with Oregon Department of Transportation for emergency slide repair, roadway repairs and slope stabilization on Buckhorn Road at Milepoints 6.8 and 7.2.

5. Local Agency Agreement with Oregon Department of Transportation for emergency slide repair, roadway repairs and slope stabilization on Tiller Trail Highway at Milepoints 12.00 and 21.35.

6. Local Agency Agreement with Oregon Department of Transportation for design and replacement of Trotten Creek Culvert and associated roadway repairs on Rueben Road at Milepoint 2.7.

7. First Amendment of Contract with Pickets Engineering to include project assistant for Roseburg Landfill consulting.

SHERIFF

1. Amendment to Contract with Cagle Communications, Inc. for pager systems use and rental agreement.

2. Letter of Intent to meet conditions and request for obligation of funds for grant applied for and signed by Commissioners on May 30, 2006 with USDA – NOAA.

MISCELLANEOUS

1. Order appointing Ruth Ann Liles as a member to the Regional Workforce Investment Board. Term expires on July 31, 2008.
