MINUTES of the Board meeting of May 10, 2006, to be approved.

BID OPENINGS

1. (Public Works) Bid Opening on the Scott Henry Bridge Replacement Fort McKay Road No. 9, Douglas County, Oregon.

2. (Public Works) Bid Opening of the Steel Superstructure, Salmon Harbor Pedestrian Bridge, Salmon Harbor Drive No. 251, Douglas County, Oregon.

3. (Public Works) Bid Opening for removal of Chloro-fluorocarbons from refrigerated units at Roseburg and Reedsport transfer sites.

PROCLAMATION

1. Senior and Disabilities Services Program and the State Senior Services Program have requested a proclamation from the Douglas County Board of Commissioners for May 2006 as Older Americans’ Month.

COMMISSIONER’S COMMENTS

CITIZEN PARTICIPATION

JUVENILE

1. Intergovernmental Agreement between the State of Oregon and Douglas County to receive Federal Medicaid Program funding for the Behavioral Rehabilitation Services (RS) programs being implemented in the Detention / Shelter Facility.

2. This is a Juvenile Accountability Block Grant Program application. The funds are being granted by the Federal Government and will be passed through the State for Fiscal Year 2006/2007. This grant has been received for the previous seven fiscal years and has paid a portion of the salary for a deputy district attorney to prosecute juvenile delinquency cases.

LAND

1. Timber Sale Contract with Swanson Group, Inc., for Douglas County’s Clear Lake Timber Sale #268. This sale was sold at oral auction on 04-13-06.

2. Timber Sale Contract with Ken Hale Trucking for Douglas County’s Callahan Timber Sale #269. This sale was sold at oral auction on 04-13-06.

3. Timber Sale Contract with Bald Knob Veneer Company for Douglas County’s Joyce Creek Timber Sale #267. This sale was sold at oral auction on 04-13-06. Estimated volume is 586,000 board feet.

MANAGEMENT AND FINANCE

1. Two Amendments for signature: (1) Amendment for the WBSD loan out of the County Forest Management Fund, draw period extended to October 31, 2007 with a due date extended to March 31, 2008; and, (2) Amendment for the WBSD loan out of Industrial development Fund, draw period extended to June 30, 2007 with a due date extended to December 31, 2007.

PLANNING

1. Hearing for Annexation of Property and Order Incorporating Territory to the Douglas County Fire District No. 2 by Chief Petitioner: Kintop. This petition has qualified under ORS 198.857, having the signatures of 100% of the property owners of the single parcel of land proposed to be annexed. There are no known objectors at this time. This will be the final hearing. No other hearings are necessary.

2. Hearing for Annexation of Property and Order Incorporating Territory to the Douglas County Fire District No. 2 by Chief Petitioner: Plumlee. This petition has qualified under ORS 198.857, having the signatures of 100% of the property owners of the single parcel of land proposed to be annexed. There are no known objectors at this time. This will be the final hearing. No other hearings are necessary.

3. Hearing for Annexation of Property and Order Incorporating Territory to the Douglas County Fire District No. 2 by Chief Petitioner: Stanley Randall. This petition has qualified under ORS 198.857, having the signatures of 100% of the property owners of the single parcel of land proposed to be annexed. There are no known objectors at this time. This will be the final hearing. No other hearings are necessary.

4. Order affirming the decision of the Planning Commission, Planning Department File No. 06-008, in the Paul Farrar Quasi-Judicial Amendment to the Douglas County Comprehensive Plan.

PUBLIC WORKS

1. Change Order No. 1 with OBEC Consulting Engineers for Myrtle Creek Arch Bridge Rehabilitation preliminary engineering services.

2. Order accepting easement from Paul and Joyce Farrar for connection to the Glide-Idleyld Park sewer system.

3. Second amended Preliminary Order Approving Vacation of a portion of Scotty Court, County Road No. 4M without a hearing. Petitioners: Richard T. Grost Karen Houghton, Randy L. Collins and Lone Rock Timber.

SHERIFF

1. Second Extension of Intergovernmental Agreement with the City of Oakland for housing inmates.

2. Amendment No. 1 to Intergovernmental Agreement No. 3335 with the State of Oregon to amend the current agreement in regard to the housing of State prisoners. This modification changes the language to reflect that the State will pay for the beds only when occupied by prisoners as opposed to paying for 40 beds regardless of occupancy.

3. Intergovernmental Agreement with the City of Sutherlin for housing inmates.

MISCELLANEOUS

1. Power point presentation celebrating Habitat for Humanity’s ten year anniversary in our community.
