MINUTES of the Board meeting of April 5, 2006 to be approved.

CITIZEN PARTICIPATION

EMERGENCY COMMUNICATIONS 911

1. Agreement for communications services for Sutherlin Fire and Ambulance for fiscal year 2006/2007.

2. Agreement for communications services for City of Myrtle Creek (police & fire). Second extension. For fiscal year 2006/2007.

3. Agreement for communications services for Douglas County Fire District #2 for fiscal year 2006/2007.

4. Agreement for communications services for Glendale Ambulance Authority for fiscal year 2006/2007.

FLEET SERVICES

Actions taken during first quarter 2006, under Delegation of Authority according to Board Order of June 8, 1994, and LCRB rule 6.8. ITEM REMOVED.


INFORMATION TECHNOLOGY

1. Purchase of equipment for network upgrade to increase connectivity and speed from INX.

LAND

1. Permit of Entry allowing Verizon Wireless to enter a County owned property near Winchester Bay for the purpose of designing a cell tower site.

PARK

1. Park Department staff applied for and was granted a “Preserving Oregon Grant” to paint the exterior and roof of the Lighthouse, Coast Guard Museum and Maintenance Shop. ITEM REMOVED.

PLANNING

1. “Order Setting Hearing Date” and “Notice of a Public Hearing” for annexation of property to the Douglas County Fire District No. 2. Chief Petitioner: Randall. The petition has qualified under ORS 198.857, annexation without election by petition of landowner. The signature of the property owner of the proposed annexation has been verified. There are no known objectors at this time. The hearing date can be set for May 17, 2006.

2. “Order Setting Hearing Date” and Notice of a Public Hearing” for annexation of property to the Douglas County fire District No. 2. Chief Petitioner: Kintop. The petition has qualified under ORS 198.857, annexation without election by petition of landowner. The signature of the property owner of the proposed annexation has been verified. There are no known objectors at this time. The hearing date can be set for May 17, 2006.

3. “Order Setting Hearing Date” and Notice of a Public Hearing” for annexation of property to the Douglas County fire District No. 2. Chief Petitioner: Plumlee. The petition has qualified under ORS 198.857, annexation without election by petition of landowner. The signature of the property owner of the proposed annexation has been verified. There are no known objectors at this time. The hearing date can be set for May 17, 2006.

4. Under the Delegation of Authority Order dated June 25, 1997, a periodic report on Delegated Responsibilities is required. The scheduling of this agenda item will provide for an opportunity to report on actions taken in administration of the County’s program on behalf of the Board of Commissioners during the First Quarter of 2006. During this reporting period, there have been sixteen (16) final Zone Change Orders and eight (8) Waivers of Objection to Assessment.

SHERIFF

1. Agreement between Douglas County and ODOT for work crews to perform maintenance work on specific highways.

MISCELLANEOUS

1. In the matter of appointment of a member to the Standley Estates Road District Board of Commissioners due to the resignation of Michael Smith. It further appearing to the Board that Pauline Forrester is a suitable and willing person to be appointed to said Board.

2. Order reappointing members from Douglas County to the CCD Business Development Corporation Board. Terms expire May 31, 2006.

NEXT MEETING: The next meeting will be held on April 19, 2006, at 10:00 a.m., in Room 216 of the Douglas County Courthouse, Roseburg, Oregon.
