MINUTES of the Board Meeting held on August 22, 2007

BID OPENING

1. Culvert replacement on Rolling Hills Road County Road No. 366, Douglas County, OR.

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

BUILDING FACILITIES

1. Order awarding contract for Bid No. 944 to Aaron’s Roofing Company, Inc. in the amount of $47,000 for the Umpqua Lighthouse Museum and Shop Roofing Project.

DINT

1. Intergovernmental Agreement with the Department of Oregon State Police regarding criminal forfeiture and distribution of forfeited assets pursuant to ORS 131.602.

COMMISSION ON CHILDREN AND FAMILIES

1. Contract with Mercy Medical Center in the amount of $11,250 for administering the
Welcome Baby Program.

2. Partnership Agreement with the Oregon Commission on Children and Families for the 2007-09 biennium. There is no budget impact.

3. Contract with Riddle School District in the amount of $13,798 to administer the After School Program in Riddle.

HEALTH AND SOCIAL SERVICES

1. Intergovernmental Agreement with the City of Roseburg in the amount of $75,000 which
will be contributed to Umpqua Transit for operation of the transportation system.

2. Termination of Fowler House facility lease arrangement between Umpqua Valley DisAbilities Network and the Mental Health Division.

3. Contract with Jefferson Behavioral Health for Oregon Health Plan Services. JBH will prospectively pay county for Oregon Health Plan services by a sub-capitated payment.

PLANNING

1. Hearing for annexation of property and order incorporating territory to the Calapooia Rural Fire District. Chief petitioner: Allen. There are no known objectors at this time. This will be the final hearing and no other hearings are necessary.

2. Hearing for annexation of property and order incorporating territory to the Douglas County Fire District #2. Chief petitioner: Baptista. There are no known objectors at this time. This will be the final hearing and no other hearings are necessary.

3. Hearing for annexation of property and order incorporating territory to the Douglas County Fire District #2. Chief petitioner: Beck. There are no known objectors at this time. This will be the final hearing and no other hearings are necessary.

4. Hearing for annexation of property and order incorporating territory to the Calapooia Rural Fire District. Chief petitioner: Carson. There are no known objectors at this time. This will be the final hearing and no other hearings are necessary.

10. Hearing for annexation of property and order incorporating territory to the Douglas County Fire District #2. Chief petitioner: Summers. There are no known objectors at this time. This will be the final hearing and no other hearings are necessary.

11. REMAND ORDER – Planning Department File No. 06-137B. Valynn Currie, remand to the Planning Commission of their Decision approving a plan amendment, zone change and reasons exception to expand the Green UUA, heard by the Board on appeal.

PUBLIC WORKS

1. Joint funding agreement with the US Department of the Interior, U. S. Geological Survey in the amount of $136,400 for water resources investigations.

2. Amendment No. 1 for Agreement No. 22927 with Oregon Department of Transportation for Highway 99 fund exchange. Revenue to the County in the amount of $548,160.

3. Order accepting deed of real property with Oregon Department of Transportation for the widening and realignment of Diamond Lake Blvd., Douglas County, Oregon.

4. Order accepting easement from Durwood Sams for connection to the Glide-Idleyld Park sewer system.

SHERIFF

1. Intergovernmental agreement with the State of Oregon for victim notification when an inmate is being released.

2. Contract with Oakland Veterinary Clinic for spay and neuter program. Amounts vary per animal.

MISCELLANEOUS

1. Change Order for the UCAN building project, Martha Young Center, on the non-profit campus. The change order extends the time due to permit delays, changes to the exterior columns due to County design review and changes are being made to the trusses. Current contract total is $1,632,991.27.

NEXT MEETING: The next scheduled Board meeting will be held on September 5, 2007, at 10:00 a.m., in Room 216 of the Douglas County Courthouse, Roseburg, Oregon. There will be no Board Meeting on September 12, 2007.
