MINUTES of the Board Meeting held on July 2, 2008.

PRESENTATION: Douglas County’s new “Floodplain Program Web Site”

This agenda item is a presentation on the new “Floodplain Information Web Site” which
allows 24/7 access to floodplain information for properties within the jurisdiction of the
Douglas County Planning Department. This project is an effort to deliver better customer
service, and empower citizens in Douglas County with access to County information in a
convenient manner.

HEARING: Planning ORS 198.855(3)

1. Hearing for annexation of property and order incorporating territory to the Douglas County Fire District No. 2. The property is zoned R1 with a home on 0.18 acres, and is located northeast of Roseburg off Oak Valley Loop in the Taft Subdivision. Chief Petitioner: August. There are no known objectors at this time. No other hearings are necessary.

2. Hearing for annexation of property and order incorporating territory to the Douglas County Fire District No.2. The vacant property is zoned RR on 26.58 acres, and is located west off Melrose Road. Chief Petitioner: Champagne Creek Estates. There are no known objectors at this time. No other hearings are necessary.

3. Hearing for annexation of property and order incorporating territory to the Douglas County Fire District No. 2. The vacant property is zoned 5R with a home on 1.66 acres, and is located south of Roseburg off of Booth Street. Chief Petitioner: Faulhaber. There are no known objectors at this time. No other hearings are necessary.

4. Hearing for annexation of property and order incorporating territory to the Douglas County Fire District No. 2. The property is zoned FF with a home on 9.90 acres, and is located west of Roseburg on San Souci Drive. Chief Petitioner: Hale-Madore. There are no known objectors at this time. No other hearings are necessary.

5. Hearing for annexation of property and order incorporating territory to the Douglas County Fire District No. 2. The property is zoned AW and 5R with a home on 20.99 acres and is located south of Roseburg off Booth Avenue. Chief Petitioner: Solmonson. There are no known objectors at this time. No other hearings are necessary.

6. Hearing for annexation of property and order incorporating territory to the Douglas County Fire District No. 2. The vacant properties are zoned RR and FF on 22.10 acres, and are located west of Roseburg off Melrose Road. Chief Petitioner: Stoffel. There are no known objectors at this time. No other hearings are necessary.

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

PARKS

1. Contract change order with Neatline Construction in the amount of $4,656.00 to reflect the actual price of RV water hydrants that conform to Oregon State Building Codes.

2. Order awarding contract to Neatline Construction LLC in the amount of $144,511.00 for Bid 956 for Phase III of the Chief Miwaleta Campground Project.

3. Grant agreement from the Oregon Parks and Recreation Department in the amount of $27,159.00 to help defray the costs of operation and maintenance of the ATV recreation activity in Winchester Bay

PUBLIC WORKS

1. Contract Change Order No. 7 with Holm II, Inc. in the amount of $139,350.80 for replacement of the Riddle Bridge over Cow Creek.

2. Contract with Pinnacle Western, Inc. for load rating of the Scott Henry Bridge, the Emile Creek Bridge and the Riddle Bridge. Contract amount is at least $25,000 but less than $50,000.

The next scheduled Board meeting will be held July 16, 2008, at 10:00 a.m., in Room 216 of the Douglas County Courthouse, Roseburg, Oregon.
