MINUTES of the Board Meetings for June 20, 2007

PROCLAMATION

The Board of Commissioners proclaim June 29th through July 1st of 2007 as Roseburg Air Fair Weekend in recognition of the sacrifices that America’s Veterans have made throughout history, which includes the contribution to our freedoms by military aviators.

COMMISSIONERS’ COMMENTS

CITIZEN PARTICIPATION

ASSESSOR

1. Order refunding taxes to Umpqua Lumber Co. in the amount of $1,797.37.

COMMUNICATIONS

1. Agreement with the Sutherlin Police Department for communications services. $60,872.85 will be paid to the County.

2. Agreement with the City of Roseburg (police and fire) for communications services. $214,643.22 will be paid to the County.

FLEET

1. Award of Bid No. 943 to Power Chevrolet in the amount of $25,983 for one new ¾ ton heavy duty four wheel drive pickup with short wide box and crew cab.

HEALTH

1. HEARING: Second reading for an ordinance amending section 8.10.020 of the Douglas County Code concerning ambulance service. Effective date will be September 25, 2007.

2. Intergovernmental Agreement No. 121721 for FY 2007/09, with the Department of Human Services for financing of the Area Agency on Aging and Senior Services in the amount of $1,932,941

3. Contract with Jefferson Behavioral Health for pass-through of HRSA Funds for emergency preparedness in the amount of $30,000.

4. Selection of a vendor for Health Department photocopiers. (This item was tabled at the June 20th Board Meeting.)

5. Lease of space in the County’s Drain Annex facility to Patty Feola in the amount of $300 per month for providing physical therapy services to Community Health Division clients.

6. Lease for FY 07/08 with the City of Riddle in the amount of $760 per month for use of their community building for Senior Services’ nutrition and social services programs.

7. Lease for FY 07/08 with the Glide Community Club in the amount of $521 per month for use of their facility for Senior Services’ nutrition and social services programs.

8. Lease for FY 07/08 with Special People’s Depot of Glendale in the amount of $506 per month for use of their facility for Senior Services’ nutrition and social services programs.

9. Lease for FY 07/08 with the City of Reedsport in the amount of $283 per month for use of their community building for Senior Services’ nutrition and social services programs.

10. Lease for FY 07/08 with the Sutherlin Seniors, Inc. in the amount of $586 per month for use of their facility for Senior Services’ nutrition and social services programs.

11. Lease for FY 07/08 with the Yoncalla Parks and Recreation District in the amount of $291 per month for use of their community building for Senior Services’ nutrition and social services programs.

12. First Modification of Contract #22753 with C & K Express, LLC to increase maximum payment from $25,000 to $40,000 in order to pay for prescription services for Mental Health Division clients in FY 06/07.

13. Agreement with Umpqua Community College to pay the County $15,000 for Transit Services for rides to students with an UCC I.D. card.

INFORMATION TECHNOLOGY

1. Second extension of Contract No. 21154 with Pacific Northwest Computer Service for services for repair of computer and printer hardware.

2. Second extension of Contract No. 21155 with Nexcom, Inc. for telephone services.

3. Second extension of Contract 21158 with Rio Communications to extend contract to June 20, 2008, for telephone services.

MANAGEMENT AND FINANCE

1. HEARING: Hearing to discuss the 2007/08 Budget as approved by the Budget Committee on June 5, 2007.

2. Order adopting the budget, making appropriations, levying taxes and categorizing taxes for fiscal 2007/08. Total budget is $170,242,791.

PLANNING

1. HEARING for Annexation of Property and Order Incorporating Territory to the Douglas County Fire District #2. Chief Petitioner is Edmonson. There are no known objectors at this time. This will be the final hearing. No other hearings are necessary.

2. HEARING for Annexation of Property and Order Incorporating Territory to the Douglas County Fire District #2. Chief Petitioner is Block. There are no known objectors at this time. This will be the final hearing. No other hearings are necessary.

3. HEARING for Annexation of Property and Order Incorporating Territory to the Douglas County Fire District #2. Chief Petitioner is Riggs. There are no known objectors at this time. This will be the final hearing. No other hearings are necessary.

4. HEARING for Annexation of Property and Order Incorporating Territory to the Douglas County Fire District #2. Chief Petitioner is Forgard. There are no known objectors at this time. This will be the final hearing. No other hearings are necessary.

5. Order to decline review in the matter of appeal of the Planning Commission Decision approving, on remand from LUBA, an Umpqua Pacific Resources request for a Non-farm Dwelling on a 3.00 acre parcel on Doerner Road west of Melrose. Planning Department File No. 05-059.

6. Order affirming the decision of the Planning Commission in the Thomas W. Beckley amendment to the Comprehensive Plan to reconfigure and expand the mining site on a 261.02 acre parcel on Wilbur Road west of I-5. Planning Department File No. 06-235.

7. Order affirming the decision of the Planning Commission in the Dan Webb quasi-judicial amendment to the Douglas County Comprehensive Plan designation from commercial to industrial and a zone change to change the zoning designation from CRC to MRC on a 0.15 acre portion of a 2 acre parcel in the Rice Hill Rural Community. Planning Department File No. 07-038.

8. Order affirming the decision of the Planning Commission in the Roseburg Paving Company quasi-judicial amendment to the Douglas County Comprehensive Plan to add a site to the Douglas County Mineral Resources Inventory and a zone change to apply the mineral resources overlay to the mining site located approximately four miles north of the Dixonville Urban Unincorporated Area. Planning Department File No. 07-045.

9. Order affirming the decision of the Planning Commission in the Christopher Joseph Gray quasi-judicial amendment to the Douglas County Comprehensive Plan to change the designation from commercial to residential and a zone change to change the zoning designation from CT to RS on three adjoining parcels of 0.51, 0.49 and 0.82 acres in the Glide Urban Unincorporated Area. Planning Department File No. 07-037.

PUBLIC WORKS

1. Second extension and modification of Contract No. 21415 with Orenco Systems, Inc. in the amount of $280,000 for operation and maintenance for the Glide-Idleyld Wastewater Treatment Facility.

2. Extension of contract with Sunrise Enterprises for collection of recycled materials from Douglas County Transfer sites. $125,280

SHERIFF

1. Homeland Security Grant application for FY 2007 in the amount of $875,443 for multiple projects, exercises and training.

2. State Marine Board Contract for boating safety and law enforcement services for patrol of Douglas County waterways. $217,680 paid to the County.

3. First extension of Intergovernmental Agreement for law enforcement patrol services for the City of Glendale. $40,231.96 paid to the County.

4. First extension of Intergovernmental Agreement for law enforcement patrol services for the City of Drain. $138,577.24 paid to the County.

5. ATV Grant for enforcement of ATV laws and regulations and recreational patrol of dunes. Total cost of project is $129,922 or 52.3%.

MISCELLANEOUS

1. Intergovernmental Agreement with Winchester Bay Sanitary District related to the District’s use of County land for expansion and upgrade of the existing sanitary facility.

2. Ratification and Amendment of Land Use Permit for the site of Winchester Bay Sanitary District's facility.

3. Order appointing Willis Cook as a member of the Douglas County Regional Workforce Investment Board. Term to expire July 31, 2009.

4. Discussion pertaining to Milltown Hill Dam.
