MINUTES of the Board Meeting held on June 18, 2008.

SPECIAL PRESENTATION by the Roseburg District BLM on the Susan Creek Property Plan.

HEARING: Management and Finance

1. Item #1: Public hearing to discuss the 2008-09 Budget as approved by the Budget Committee on May 19, 2008.

Item #2: Order adopting the budget, making appropriations, levying taxes and categorizing taxes for fiscal year 2008-09.

HEARING: Planning – ORS 198-855(3)

1. Hearing for annexation of property and order incorporating territory to the Oakland Rural Fire District. Chief Petitioner: Thornton. There are no known objectors at this time. This will be the only hearing for annexation of this property. No other hearings are necessary.

2. Hearing for annexation of property and order incorporating territory to the Douglas County Fire District No. 2. Chief Petitioner: Lofrano. There are no known objectors at this time. This will be the only hearing for annexation of this property. No other hearings are necessary.

3. Hearing for annexation of property and order incorporating territory to the Douglas County Fire District No. 2. Chief Petitioner: Barnes-Robinson. There are no known objectors at this time. This will be the only hearing for annexation of this property. No other hearings are necessary.

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

COMMISSION ON CHILDREN & FAMILIES

1. Self-assessment of local commission functions, staff and membership was conducted on June 17, 2008, and has been found to be in compliance with the terms of the Partnership Agreement between the State Commission on Children and Families and Douglas County.

EMERGENCY COMMUNICATIONS 911

1. Agreement for communications services for City of Winston (police) in the amount of $68,310.45, which will be paid to the county at the rate of $17,077.61 quarterly. This is a five year agreement, effective July 1, 2008, with annual increases of 2% to 5%.

2. First extension of Contract #24062 with Day Wireless for communications system repairs as needed. Hourly rate is $105, with the total contract not to exceed $75,000.

HEALTH

1. State Grant Agreement with ODOT Rural and Small Urban Areas (5311) Formula in the amount of $298,376 from the grant and a local share of $233,678 for a project total of $532,054.

2. Lease with Glide Community Club in the amount of $521 per month for Senior Center space for new term June 30, 2008 to June 30, 2009.

JUSTICE COURTS

1. Grant agreement with the City of Reedsport in the amount of $7,000 to purchase, maintain, and use an electronic finger printing machine.

LAND

1. Letter extending the memorandum of understanding between the County and the Oregon State Department of Forestry for the County’s Woodlands Assistance Forester for the one year period beginning July 1, 2008.

PARKS

1. Order rejecting all bids for Bid #955 - Construction of Coastal Shop Building as all bids received were substantially higher than Department estimate of $80,000. Contracting agency may reject all offers as set forth in ORS 279B.100.

PUBLIC WORKS

1. Order authorizing transfer of assets to Glide-Idleyld Sanitary District.

2. Deeds conveying Glide-Idleyld sewer plant and system, and Bill of Sale conveying personal property to the Glide-Idleyld Sanitary District.

3. Assignment of Orenco contract for operation and maintenance of Glide-Idleyld sewerage system to Glide-Idleyld Sanitary District.

4. Addendum to intergovernmental agreement with Glide-Idleyld Sanitary District to address the manner in which accounts payable and receivable are handled by the County and District.

5. Extension of contract with Sunrise Enterprises for collection of recycled materials from Douglas County Transfer Sites.

6. Order accepting completion of contract with LTM, Inc. in the amount of $236,500 for crushing, hauling and stockpiling mineral aggregates for South District. The contract has been completed and all requirements have been met.

7. Order accepting completion of contract with Beckley Excavation and Utility, Inc. in the amount of $304,065.72 for crushing, hauling and stockpiling mineral aggregates in North District. The contract has been completed and all requirements have been met.

8. Grant from the Oregon Water Resources Department in the amount of $5,000 to fund a portion of the development of an emergency action plant for Ben Irving Reservoir.

SHERIFF

1. Sheriff patrol services for the City of Riddle in the amount of $119,016.90 paid to the County.

2. Contract with Marine Board for two Sheriff deputies and two cadets to enforce law and boating safety in the amount of $213,480 from the Marine Board and $127,725 County Match for a total of $341,205.

MISCELLANEOUS

1. Extension of DCIDB/CCD Contract #17196 for staff services to be extended through June 30, 2009, in the amount of $3,000 per month for a total of $36,000 per year which is already included in the DCIDB approved budget for 2008-2009.

2. Contract and commitment letter with Development and Hoover Treated Wood Products Waterline in the amount of $20,000.

3. Contract and commitment letter with Development and Marketing of Certified Industrial Sites (UEPD) in the amount of $20,000.

4. Discussion pertaining to a recommendation for reappointment of a member to Position #1 (North County) for the Senior Services Advisory Council.

5. Discussion pertaining to a recommendation for three appointments as members to the Douglas County Regional Workforce Investment Board in the following positions: * Private-sector membership; * Job Corps membership; and, * Educational membership.

6. Discussion pertaining to a recommendation for two reappointments of members to the Special Transportation Advisory Committee (Positions #5, Provider; and, Position #7, Disabilities).

7. Discussion pertaining to an order of recommendation for appointment of a member to the Law Library Committee.

The next scheduled Board meeting will be held July 2, 2008, at 10:00 a.m., in Room 216 of the Douglas County Courthouse, Roseburg, Oregon.
