MINUTES of the Board meeting held on June 10, 2009
CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY
1. HEARING – For Annexation of Property
Hearing for Annexation of property and “Order Incorporating Territory” to the Tri City Sewer and Water District. (Chief Petitioner: Webb Briggs Land Co.) There are no known objectors at this time.
2. HEARING – For Annexation of Property
Hearing for Annexation of property and “Order Incorporating Territory” to the Oakland Rural Fire District. (Chief Petitioner: Hartman). There are no known objectors at this time.
3. ASSESSOR – Tax Refunds
Orders refunding taxes to DR Johnson Lumber Co in the amount of $10,296.72; Johnson Timber LLC in the amount of $13,100.25; James Britton in the amount of $423.53; Doyle’s Upholstery in the amount of $343.28.
4. HEALTH AND SOCIAL SERVICES – Lease with City of Reedsport
Lease with the City of Reedsport for Senior Center space for new term July 1, 2009 through June 30, 2010. The cost is $290.00 per month.
5. HEALTH AND SOCIAL SERVICES – Lease with Yoncalla Parks & Recreation
Lease with Yoncalla Parks & Recreation District for Senior Center space for new term July 1, 2009 through June 30, 2010. The cost is $298.00 per month.
6. HEALTH AND SOCIAL SERVICES – State Grant Agreement
Oregon Department of Transportation (ODOT) and Small Urban Areas (5311) Formula grant for public transit. Funding pass through to UCAN. Grant amount is $313,581.00 UCAN will pay local share in the amount of $245,586.00 for a total of $559,167.00.
7. HEALTH AND SOCIAL SERVICES – State Grant Agreement
ODOT Grant #2591, Special Transportation Fund (STF) Discretionary grant used for Medicaid Match Funding in the amount of $71,470.00.
8. LAND – Letter of Renewal
Letter extending the Memorandum of Understanding between the County and the Oregon State Department of Forestry for the County’s Woodlands Assistance Forester to June 30, 2010.
9. LAND -- Lease
Lease with Warren and Margaret DeLaVergne for office space for the Drain Justice Court. Term of lease is July 1, 2009 through June 30, 2014 and rent will be $400 per month for the term of the lease. This is the renewal of an existing lease. Term length and rent amount are unchanged from the current lease.
10. LAND – Intergovernmental Office Space Lease Amendment
Intergovernmental Office Space Lease Amendment between the County and the State of Oregon’s Department of Corrections for approximately 150 square feet of office space in the Reedsport Annex Building. This Amendment extends the term through June 30, 2011.
11. MANAGEMENT & FINANCE – Order Adjusting Appropriations for 2008-09
Board Order adjusting appropriations for the fiscal year ending June 30, 2009 in the County Fair Board Fund.
12. PLANNING – Resolution Adopting an Adjusted Land Use Fee Schedule
Douglas County’s land use fees have historically been and continue to be, lower than many other fees charged in other Oregon counties. The County’s current fee schedule, increased by Board Resolution in May of 2007, generally covers 30 to 50 percent of application processing costs, and comes in at about 60 percent of the State’s fee averages. This fee schedule does not raise fees across the board; it is an adjustment to certain fees to more accurately reflect increased processing costs. The revisions to the fee schedule include one fee clarification (major amendments), five adjustments and one new fee (LUBA remand reviews). It will enhance revenue consistent with the 2009-2010 approved budget and revenue projection.
13. MISCELLANEOUS – Review and Funding Decisions for all Title III Applications Under “PL 106-393, SRS Act of 2000”, Round 8
Alder Creek Children’s Forest, $18,100; Phoenix School Summer Youth Corp, $14,714; Hinkle Creek Paired Watershed Study and Research Demo Area, $150,000; Communities for Healthy Forests Education and Outreach Program, $150,000; Communities for Healthy Forests Rattle Fire Restoration Monitoring, $17,500; Joe Merchep Umpqua River Foundation Rock-Ed Outdoor Recreation Center; $60,000; County Education on Federal Forest Lands Issues, $30,000; and OSU Extension Expanding Forest Related Education, $27,777 and request to carryover funds of approximately $18,000 from last year.
14. MISCELLANEOUS – Review and Funding Decisions for Title III Applications Under “PL 110-343, 2008” from Outside Agencies, Round 1
DFPA Community Wildfire Protection Plan-Action Plan Development, $70,315; DFPA Firewise Project, $264,645; Douglas County Fire District #2/Sutherlin Fire Department Rescue Team, $12,900; Winston-Dillard Fire District Mobile Fire Suppression Training Trailer, $50,000; and Phoenix School Youth Conservation Corps, $28,580.
15. MISCELLANEOUS – Review and Funding Decisions for Title Applications Under “PL 110-343, 2008” from In-House, Round 1
Douglas County Sheriff’s Search and Rescue Program, $309,739; Douglas County Fire & Disaster Warning System, $20,000; Douglas County Community Wildfire Protection Plan 2009 Update, $75,095; Douglas County Public Works Work Crew, Road 1610 Defensible Space for Wild Land Fires, $70,000; Douglas County Public Works Work Crew, BLM Defensible Fire Space Project, $70,000; DFPA Douglas County Youth Work Program, $310,289; and South Umpqua Headwaters Pre-contract Reference Condition Study, $81,500.
