MINUTES of the Board Meeting held on May 28, 2008.

BID OPENING

1. Parks: Bid #955 – Construction of coastal shop building – Winchester Bay, OR.

PROCLAMATION

Commissioner Kittelman will read a proclamation observing June 14, 2008 as Flag Day. Josiah B. T. Goldberg, President of the Central Coast Chapter (Reedsport) of the Sons of the American Revolution will receive the proclamation.

HEARINGS: Planning, ORS 198.855(3)

1. Hearing for annexation of property and order incorporating territory to the Douglas County Fire District No. 2. Chief Petitioner: Scallon. There are no known objectors at this time. This will be the only hearing. No other hearings are necessary.

2. Hearing for annexation of property and order incorporating territory to the Douglas County Fire District No. 2. Chief Petitioner: Rosario. There are no known objectors at this time. This will be the only hearing. No other hearings are necessary.

3. Hearing for annexation of property and order incorporating territory to the Douglas County Fire District No. 2. Chief Petitioner: Mecum. There are no known objectors at this time. This will be the only hearing. No other hearings are necessary.

ASSESSOR

1. Order refunding taxes in the amount of $1,737.72 to Chapman & Chapman Investments.

2. Order refunding taxes in the amount of $4,771.72 to Chapman & Chapman Investments.

3. Order refunding taxes in the amount of $13,682.89 to New Edge Network Inc., Jeremy Gant.

DISTRICT ATTORNEY

1. Intergovernmental Agreement with the Oregon Department of Justice, Division of Child Support for transfer of child support services.

EMERGENCY COMMUNICATIONS 911

1. Agreement for communications services for the City of Myrtle Creek (police and fire) in the amount of $81,972.54 paid to the County at the rate of $20,493.14 quarterly. This is a five year agreement, effective July 1, 2008, with annual increase of 2% to 5%.

FAIRGROUNDS

1. Use of Fairground property by Knife River – ODOT Bike Path south of Fairgrounds.

HEALTH

1. Lease with Yoncalla Parks and Recreation District for Senior Center space in the amount of $291 per month for new term June 30, 2008 to June 30, 2009.

2. Lease with City of Riddle for Senior Center space in the amount of $760 per month for new term June 30, 2008 to June 30, 2009.

INFORMATION TECHNOLOGY

1. Third extension of contract with Pacific Northwest for repair of computers and printers in response to a request for quotations.

JUSTICE COURTS

1. Legal services contract for Public Defender services for Justice Courts with Megan Jacquot. County shall pay attorney the sum of $200 per case. The total amount payable under this contract for all cases is $28,800 excluding appeals.

PLANNING

1. Amended order approving boundary and setting final hearing for formation of the Lower Umpqua Rural Fire District by Chief Petitioners: Naapi, Hinshaw, Swafford. The Board held the first hearing on May 21, 2008. There are no known objectors to the proposed district. The order has been amended due to changes to the date of the final hearing and the subsequent required publication dates. The hearing date can be set for July 16, 2008.

2. Order affirming the decision of the Planning Commission in the Reese Williams quasi-judicial comprehensive plan amendment. This Board action completes the Plan Amendment process.

SHERIFF

1. Authority for Parkway Animal Hospital to sell dog licenses and for the continuation of spay and neutering program.

2. Contract with City of Canyonville for patrol services in the amount of $147,524.90 paid to the county.

3. Contract with the Forest Service for patrolling of forest service lands. Reimbursement to be made for deputy wages, overtime, mileage and equipment in the amount of $41,000.

MISCELLANEOUS

1. Saving Grace Grant Agreement for a one time contribution of $500,000 from Douglas County to assist in funding its capital campaign for the construction of a new building on the animal shelter campus.

2. One year extension of contract with CCD to provide staff support to DCIDB.

3. Discussion pertaining to the reappointments of PAC Advisory Committee members.

4. Discussion pertaining to the reappointment of a member to the Library Advisory Board.

5. Order approving the formation of the Douglas County 4-H, Master Gardener and Extension Service District for Douglas County.

ADJOURNMENT AND NEXT MEETING The next scheduled Board meeting will be held June 18, 2008, at 10:00 a.m., in Room 216 of the Douglas County Courthouse, Roseburg, Oregon.
