PLEDGE OF ALLEGIANCE

CONVENE AS THE GOVERNING BODY OF THE DOUGLAS COUNTY 4-H, MASTER GARDENER, AND EXTENSION SERVICE DISTRICT

1. PUBLIC HEARING: BUDGET HEARING, 4-H, MASTER GARDENER & EXTENSION DISTRICT
Hearing on the 2009-10 fiscal year budget. This hearing is a requirement of Local Budget Law. Citizen comments will be considered regarding the District budget, as approved by the District’s budget committee on May 26, 2009. This hearing is required prior to the budget adoption.

2. RESOLUTION ADOPTING EXTENSION DISTRICT BUDGET
Resolution adopting the budget and making appropriations for the 2009-10 fiscal year for the Douglas County 4-H, Master Gardener and Extension Service District. The Resolution is a requirement of Local Budget Law, and permits the District to collect and expend revenues in support of extension educational activities in Douglas County. This action adopts the fiscal year 2009-10 budget, and makes appropriations to support the Districts operations.

3. RESOLUTION IMPOSING AND CATEGORIZING TAXES
Resolution imposing and categorizing taxes for the 2009-10 fiscal year for operating revenues for the Douglas County 4-H, Master Gardener and Extension Service District. Resolution is a requirement of Local Budget Law, and permits the District to levy taxes to support its operation. This action will provide authority for the district to collect tax revenues at its permanent rate limit during the 2009-10 fiscal year to support the District’s operations.

APPROVAL OF MINUTES of the Board meeting held on June 3, 2009

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

4. BID OPENING – For removal of Chlorofluorocarbons from refrigerated units at Roseburg and Reedsport Transfer Sites.

5. BID OPENING – For removal of waste tires from the Douglas County Landfill.

6. BUILDING FACILITIES – Delegation of Authority
The Delegation of Authority allows Jim Dowd, Building Facilities Director to submit an electronic grant application to the Federal Energy Efficiency Conservation Block Grant Program to obtain $442,900 in funds for energy efficiency programs at the County.

7. COMMISSION ON CHILDREN & FAMILIES (CCF) – State CCF 2007-2009 Federal Fund Extension
Oregon CCF 2007-2009 Biennium Federal Fund Extension Request for $28,750.

8. FAIRGROUNDS – Extension of Fair Bus Contract
Renewal of Contract with Durham School Services for bus transportation during the 2009 Fair. Cost is $31,778.44.

9. HEALTH AND SOCIAL SERVICES – Lease
Lease with Glide Community Club for Senior Center space for new term beginning July 1, 2009 through June 30, 2010.

10. HEALTH AND SOCIAL SERVICES – Lease
Lease with Sutherlin Seniors, Inc. for Senior Center space for new term beginning July 1, 2009 through June 30, 2010.

11. HEALTH AND SOCIAL SERVICES – Order Authorizing Purchase
Order authorizing the purchase of six buses and one paratransit van from Western Bus Sales Inc. Purchase is made under Oregon State Contract #9705 and is exempt per Local Contract Review Board (LCRB) 4.24. Funding received via Oregon Department of Transportation Grant Agreement #25627 of American Recovery and Reinvestment Act (ARRA) funds. Not matching funds required. Total grant amount $601,364.

12. LIBRARY – Acceptance of Donated Artwork
A local photographer, Donald Brown, has offered to donate a framed photograph of the Headquarters library. The photograph is part of the current art exhibit in the Headquarters building. Mr. Brown writes: “I would like to donate the picture to the Library, if the Library would give it a good home.” The picture is made up of 9 individual images blended together to make a high resolution image. In accordance with established policies, the Library Art Committee and Library Advisory Board have recommended that the Board of Commissioners accept the gift to the library.

13. PUBLIC WORKS – Order Accepting Completion of Contract
Order accepting completion of contract. Slide repair at mile post 18.75, Old Hwy 99 South, Douglas County, Oregon. The contract has been completed and all requirements have been met. LTM, Inc. in the amount of $169,664.11.

14. PUBLIC WORKS – Order Authorizing Purchase of (3) Precast Concrete Box Culverts
Bid #10860 was opened on May 27, 2009 by the Board of Commissioners. The lowest responsible bid was received from Hanson Pipe & Precast. Order Authorizing Purchase of (3) Precast Concrete Box Culverts for Tyee Road #33. Cost for the purchase is $105,120.

15. PUBLIC WORKS – Order Accepting Completion of Contract
Order accepting completion of contract for Salmon Harbor Pedestrian Bridge No. 20361, Winchester Bay, Oregon. The contract has been completed and all requirements have been met. Laskey-Clifton Corporation in the amount of $92,494.46.

16. PUBLIC WORKS – Order Authorizing Purchase of Floating Debris/Watercraft Barrier Boom from Worthington Products, Inc.
The Request For Quote #970 was opened on May 27, 2009 by the Board of Commissioners. The lowest responsible bid was received from Worthington Products, Inc. Six bid packets were sent out and one was returned. The amount for purchase is $52,172.

17. SHERIFF – All Terrain Vehicle (ATV) Grant Program Agreement
Agreement with Oregon Parks and Recreation for funding of law enforcement salaries and vehicle costs to provide off highway vehicle (OVH) enforcement, patrols, search & rescue, accident and criminal investigations, recovery, education, and general presence in the Oregon Dunes National Recreation Area; including Winchester Bay and Half Moon Bay campground and staging area. Grant is $289,813 or 53.71% of the total cost of the project, or whichever is less from the monies available in the ATV account paid to Douglas County.

18. SHERIFF – Contract Extension
Extension of contract for School Resource Deputy with the Glide School District. Amount paid to Douglas County is $11,982.92.

19. MISCELLANEOUS – Resolutions in the matter of Safety Net Payments
Resolutions in the matter of the Federal Fiscal Year (FFY) 2009 Elections for National Forest Related Safety-Net Payments, and for the FFY 2009 Elections for O&C Land Related Safety Net Payments. Three elections are outlined in the resolutions: 1) election to receive the guaranteed minimum full county payment amount; 2) allocation of 15% of the county’s payment amount for expenditure on projects under Title II and Title III; and 3) of the percent allocated to Title II and Title III projects, Douglas County further allocates 8% to Title II projects and 7% to Title III projects. The resolutions also outline percentage of funds to be allocated to the various Resource Advisory Committees.
