MINUTES of the Board Meeting held on May 21, 2008.

BID OPENING

1. Public Works: Bid Opening #10521-3 for sale of recycled material consisting of ground yard waste and ground wood waste from the Douglas County Landfill.

HEARINGS

1. Planning, ORS198.855(3): Hearing for annexation of property and order incorporating territory to the Douglas County Fire District No. 2 by Chief Petitioner Cox. There are no known objectors at this time. No other hearings are necessary.

2. Planning, ORS198.855(3): Hearing for annexation of property and order incorporating territory to the Douglas County Fire District No. 2 by Chief Petitioner Delfino. There are no known objectors at this time. No other hearings are necessary.

3. Planning, ORS198.855(3): Hearing for annexation of property and order incorporating territory to the Douglas County Fire District No. 2 by Chief Petitioner McCann. There are no known objectors at this time. No other hearings are necessary.

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

COMMISSION ON CHILDREN AND FAMILIES

1. Contract with Harry Mullins (dba Organizational Excellence Consulting) in the amount of $45,000 for project management services in connection with the Douglas County Homeless Youth Drop-In. Funding for Mr. Mullins to provide project management services was part of the grant award from the Oregon Commission on Children & Families.

2. Contract with Phoenix School of Roseburg in the amount of $77,736 for services in connection with the Douglas County Homeless Youth Drop-In. Funding for Phoenix School to provide and coordinate services was part of the grant award from the Oregon Commission on Children & Families.

HEALTH

1. Order correcting terms for five members of the Emergency Medical Services Advisory Committee.

INFORMATION TECHNOLOGY

1. Maintenance Contract Renewal: In 1993, Douglas County purchased GIS software from Intergraph Corporation. Annual maintenance fees are required for the software licensing and updates. The cost has gradually increased due to minimal price adjustments and expanded use of individual products. Total cost $25,212. Costs are included in budgets of Public Works, Assessor and Surveyor.

PARK

1. Maintenance Assistance Program with the Oregon State Marine Board to cover the costs associated with the maintenance of 17 boat launch facilities in the county. The agreement requires the County Park Department to maintain the facilities and the Oregon State Marine Board provides approximately $70,100 to the Park Department to help defray the costs of maintenance.

PUBLIC WORKS

1. Order accepting completion of contract with Holm II, Inc. in the amount of $2,123,946.01 for Scott Henry Bridge Replacement, Fort McKay Road No. 9.

2. Contract with LTM, Inc. in the amount of $92,592 for UCAN parking lot paving, Douglas County, OR.

3. Order accepting easement from Joyce M. DeVault for connection to the Glide-Idleyld Park sewer system.

SHERIFF

1. Contract with Camas Valley School District for a school resource deputy in the amount of $11,645.21.

2. Contract with the City of Glendale for law enforcement services in the amount of $41,640.08 paid to County.

3. Contract with the City of Yoncalla for patrol services in the amount of $14,416.58 paid to the County.

MISCELLANEOUS

1. Discussion pertaining to a recommendation for appointment to the Library Board.

2. Project completion report and certification for Oregon Community Development Block Grant Program Project No. HR 504. The presentation was given at the April 23rd 10 a.m. Board of Commissioner Meeting.

11, 2008, at 10:00 a.m., in Room 216 of the Douglas County Courthouse, Roseburg, Oregon.
