CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

1. BID OPENING – Overlay of Cherokee Avenue
Overlay of Cherokee Avenue #334A, mile post .00 to mile post 0.35, Douglas County, Oregon

2. BID OPENING – Overlay of North Stephens Road, Strauss Avenue, Aster Street
Overlay of North Stephens Road #388, Strauss Avenue #901A and Aster Street #335K, Douglas County, Oregon.

3. HEARING – Annexation of Property
Hearing for Annexation of property and “Order Incorporating Territory” to the Douglas County Fire District No. 2. (Chief Petitioner: Price) There are no known objectors at this time.

4. HEARING – Annexation of Property
Hearing for Annexation of property and “Order Incorporating Territory” to the Lookingglass Rural Fire District (Chief Petitioner: McAmis). There are no known objectors at this time.

5. ASSESSORS – Tax Refunds
Order refunding taxes to the City of Myrtle Creek & Myrtle Creek Links LLC in the amount of $8,005.37 and to Myrtle Creek Links LLC in the amount of $2,520.52.

6. COMMISSION ON CHILDREN & FAMILIES – Contract Amendment for Family Development Center- Healthy Start
Oregon Commission on Children and Families 2007-2009 County Allocations Adjusted for Rebalance (Disappropriation) as per the Oregon Legislature. Amendment to contract #25112 for the Family Development Center – Healthy Start. The maximum amount payable to provider during the term is $161,165.

7. COMMISSION ON CHILDREN & FAMILIES – Contract Amendment for Phoenix School of Roseburg
Oregon Commission on Children and Families 2007-2009 County Allocations Adjusted for Rebalance (Disappropriation) as per the Oregon Legislature. Amendment to contract #24781 for the Phoenix School in the amount of $74,876.

8. COMMISSION ON CHILDREN & FAMILIES – Contract Amendment for Douglas County CASA
Oregon Commission on Children and Families 2007-2009 County Allocations Adjusted for Rebalance (Disappropriation) as per the Oregon Legislature. Amendment to contract #24418 for Douglas County CASA program in the amount of $74,741.

9. DINT – Order Delegating Authority
Order Delegating Authority to allow Lt. Strickland to electronically file the following grant application: This is a new Edward Byrne Memorial Justice Assistance grant, offered under the American Recovery and Reinvestment Act of 2009 (this is part of the stimulus package). The grant does not require any matching funds by the County. If awarded, DINT will purchase a Forensic Video System and an Indoor/Outdoor Remote Video Processing Unit that records and transmits live video feed via satellite to a designed computer with notification capabilities. Total grant amount $47,800.00.

10. HEALTH AND SOCIAL SERVICES – Grant Agreement with ODOT
Grant Agreement #25627 with ODOT for American Recovery and Reinvestment Act (ARRA) funds; $626,000.00 for vehicles and $167,496 for preventative maintenance. Total grant $793,496.00.

11. HUMAN RESOURCES – Notice of Policy of Nondiscrimination on the Basis of Handicapped Status
Pursuant to an existing Oregon Economic and Community Development Department grant for the Winchester Bay Sanitary District project, the County is being requested to adopt and publish a “Notice and Policy of Nondiscrimination on the Basis of Handicapped Status;” the Board is also being asked to approve newspaper publication of the adopted Notice.

12. PARK AND BUILDING FACILITIES DEPARTMENT – Solar Power Presentation
SolarCity, a national solar energy contractor has contacted the Building Facilities Department about the feasibility of using the County Courthouse and Justice Building roofs to produce electricity through solar energy. SolarCity representative Rob LaVigne, will provide a power point presentation detailing their company’s expertise, history, and their interest in partnering with the County in order to produce electrical power while helping to reduce the County’s dependence on commercially provided power.

13. PLANNING – Order to Decline Review
Douglas County Land Department, Board Order to decline review in the matter of appeal of the Planning Commission Decision approving a request for a Plan Map and Text Amendment to remove Dredge Material Disposal (DMD) Site VI from the Comprehensive Plan, given that the filling of the Site has been completed, together with a Zone Change to remove the DMD Overlay from the Site. The 4.00+ acre subject Site is located on the northeast corner of Bolon Island. Removal of the DMD Overlay from the Site will allow future development of uses allowed in the existing, underlying Industrial Plan Designation and (M-3) Heavy Industrial zoning of the Site.

14. PUBLIC WORKS – Order Granting Vacation of Property
Order Granting Vacation of Property in Roseburg Home Orchard Tracts upon performance or fulfillment of conditions. Petitioners: Dan & Debra Lines and Melody Dean.

15. PUBLIC WORKS – Order Authorizing Maintenance of a Local Access Road
Order authorizing maintenance of a local access road: Clark Street No. 258-G

16. SHERIFF – Revised Order Authorizing Purchase of Truck
Revised Order authorizing purchase of pickup for Sheriff’s Department. Original Order signed May 6, 2009 awarded purchase to Clint Newell Motors but vehicle was no longer available. Coos Bay Toyota is the next low bid (vehicle is guaranteed available until May 13, 2009). Cost is $26,453.32 (ATV grant funding provides $19,499.20 and the balance from Title III funding).

NOTE: There will be NO meeting on May 20, 2009.
The next regularly scheduled Board meeting will be held May 27, 2009 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
