7. Assessment and Taxation – CAFFA Grant Agreement
The County Assessment Function Funding Assistance (CAFFA) program was enacted in 1989 to assist in financing of the assessment and taxation costs. Funding for the grant comes from document recording fees and a portion of the interest from delinquent property taxes from each county. A portion of the collected funds is retained for support of Department of Revenue industrial and utility property appraisal responsibilities. The annual CAFFA Application contains the governing body’s certification of proposed expenditure support, A&T functions staffing levels and projected work activities. Projected funding for FY 09-10 is $650,000 or approximately 24% of proposed expenditures.

8. Commission on Children & Families – Contract with Riddle School District
Contract Agreement between Douglas County and Riddle School District for State General Funds in the amount of $67,980. This successful grant for a Community School in Riddle was received in response to an Oregon State Commission on Children and Families Request for Proposal.

9. Library – Permission to Reprint Copyrighted Material
Libraries Unlimited is asking permission to use a screen shot of the library website in its publication titled “Web Content Management Systems.” Douglas County holds the copyright on this image, so permission is required prior to publication. There will be no payment to the County for use of the screen shot.

10. Public Works – Extension of Office Lease
Extension of office lease with Oregon Department of Transportation in the amount of $1,500 per month for space located at 433 Rifle Range Road. Extension to June 30, 2010.

11. Public Works – Landfill Gas Purchase Agreement and Lease
The agreement and lease will allow Ameresco to locate a power generation plant at the Roseburg landfill. Douglas County will receive 7% of the gross proceeds from any sale of electricity generated from this plant.

12. Sheriff – Contract for Police Service to City of Riddle and Glendale
Contracts for police service to the City of Riddle ($122,230.36) and City of Glendale ($42,764.36).

13. Sheriff – Agreement with the City of Sutherlin for Inmate Housing Fees
Agreement with the City of Sutherlin for inmate housing fees. The cost is $65.00 per prisoner per day housed in the corrections facility.

14. Sheriff – Contract for Medical Examiner Services
Contract with James Olson, Medical Examiner to continue services to the Sheriff’s Office as a board certified pathologist to act as the county medical examiner in accordance with provisions of ORS. The contract amount is $3,000.00 per month.

15. Miscellaneous – Appointment to CCD Board
Discussion/deliberation for appointment to the CCD Business Development Corporation.

16. Miscellaneous – Appointment to Housing Authority of Douglas County
Discussion/deliberation for appointment to the HADCO Board of Directors

The next regularly scheduled Board meeting will be held May 6, 2009 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
