MINUTES of the Board meeting held on March 25, 2009

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

BID OPENING

1. Public Works – Construction of sidewalk for Salmon Harbor pedestrian bridge.

COUNTY COUNSEL

1. Notification that Douglas County has chosen to opt out of participating in the expenditure of funds for community dispute resolution programs funded under ORS 36.155 for the 2009-2011 grant cycle. In opting out, the Dean of the University of Oregon School of Law will assume the county’s role in the Request for Application process and in the selection of an eligible grant recipient, per OAR 571-100-0050.

COMMISSION ON CHILDREN AND FAMILIES

1. Contract for 2008-2009 with the Winston Area Community Partnership’s Build Our Kids (Positive Youth Development) Initiative. Contract amount is $16,000 in federal funds.

2. Contract for 2008-2009 with the Riddle School District’s Build Our Kids (Positive Youth Development) Initiative. Contract amount is $16,000 in federal funds.

3. Contract for 2008-2009 with Phoenix School’s Build Our Kids (Positive Youth Development) Initiative. Contract amount is $16,000 in federal funds.

DINT

1. Agreement with Brim Aviation for Helicopter Charter Services for Law Enforcement (Ariel Reconnaissance of Illegal Drugs) – RFP #968 was opened on March 11, 2009 by Management & Finance. Eleven bids were mailed and four companies responded. The most responsible bid was received from Brim Aviation. The cost is $735.00 per hour of helicopter flight time (includes fuel truck) and $367.50 daily ferry rate. The order awarding contract was signed on March 25, 2009.

FAIRGROUNDS

1. Oregon Department of Justice Class C & D Bingo Gaming License Renewal/Upgrade Application. This allows bingo to be played at the Fairgrounds. In the past the Fair Board has signed the applications. The process now requires approval of the Board of Commissioners.

MANAGEMENT AND FINANCE

1. Request #6 to the Oregon Economic & Community Development Department for reimbursement of expenditures on the Winchester Bay Sanitary Project (P06009), which is being managed by Sandra Jackson. This is a pass-thru grant which we receive and pass on to the Winchester Bay Sanitary District.



PLANNING

1. Order accepting Irrevocable Offer to Sell Property and Waiver of Objection to Assessment. This is in conjunction with a land partition by Jack and Jaime Ellen Curry, and will facilitate the improvement of Helms Road to county road standards. This action implements the Comprehensive Plan and Land Use and Development Ordinance and has an essential nexus to the request and impact to the additional developable parcel.

2. Order accepting Irrevocable Offer to Sell Property and Waiver of Objection to Assessment. This is in conjunction with a land partition by Roy Harvey, and will facilitate the improvement of Shakemill Road (County Road No. 166A). This action implements the Comprehensive Plan and Land Use and Development Ordinance and has an essential nexus to the request and impact to the additional developable parcel.

PUBLIC WORKS

1. Local Agency Agreement with Oregon Department of Transportation, in the amount of $1,544,254, for paving of Dillard Highway/County Road No. 387, from milepost 1.95 – 4.49. Revenue for the project will be received from the American Recovery and Reinvestment Act of 2009.

SHERIFF

1. Fifth extension of Intergovernmental Agreement for the Housing of Inmates with the City of Roseburg. The agreement is extended to June 30, 2010 and increases the charge for housing an inmate from $60.00 to $65.00 per day.

2. Fifth extension of Intergovernmental Agreement for the Housing of Inmates with the City of Winston. The agreement is extended to June 30, 2010 and increases the charge for housing an inmate from $60.00 to $65.00 per day.

The next regularly scheduled Board meeting will be held April 8, 2009 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
