MINUTES of the Board Meetings for January 3, 2007

BID OPENING

1. Bid opening for the purchase of Steel Superstructure Riddle Bridge at Cow Creek, Douglas County, Oregon.

CITIZEN PARTICIPATION

ASSESSOR

1. Order refunding taxes to City of Roseburg and Pacific Housing Management (Bill R. Woods) in the amount of $5,472.81.

2. Order refunding taxes to John R. and Donna M. Atkinson Trust in the amount of $5,737.56.

HEALTH AND SOCIAL SERVICES

1. Order appointing Joe Laurance, Douglas County Commissioner, to serve on the Board of Directors of Jefferson Behavior Health.

PLANNING

1. Hearing for annexation of property and order incorporating territory to the Douglas County Fire District #2 by Chief Petitioner Cates. There are no known objectors at this time. This will be the final hearing for annexation; no other hearings are necessary.

2. Hearing for annexation of property and order incorporating territory to the Douglas County Fire District #2 by Chief Petitioner Gnaedinger. There are no known objectors at this time. This will be the final hearing for annexation; no other hearings are necessary.

3. Hearing for annexation of property and order incorporating territory to the Douglas County Fire District #2 by Chief Petitioner Middleton. There are no known objectors at this time. This will be the final hearing for annexation; no other hearings are necessary.

4. Delegation of authority report on actions taken in administration of the County’s program on behalf of the Board of Commissioners during the Fourth Quarter of 2006.

PUBLIC WORKS

1. Real estate option and order accepting a warranty deed from Michael D. Goodin and Amber Goodin for the acquisition of right-of-way to be used for the widening and realignment of Canyonville-Riddle County Road No. 21 and the replacement of the Riddle Bridge.

2. Real estate option and order accepting a warranty deed from Darren Paul McNeil and Karen D. Swanson-McNeil for the acquisition of right-of-way to be used for the widening and realignment of Canyonville-Riddle County Road No. 21 and the replacement of the Riddle Bridge.

3. Purchase of steel superstructure from Oregon Iron Works for Diamond Creek Bridge, Tiller Trail Highway.

4. Order granting vacation of a 20’ wide public utility easement without hearing. Petitioners are Charles W. and Neva E. Stuermer, Venus Dee Lostracco and Clyde and Grace L. Haynes.

5. Order setting use restriction on Dole Road, County Road No. 14.

6. Order accepting completion of contract with Roseburg Paving Company for reconstruction of Little Valley Road County Road No. 186. The contract has been completed and all requirements have been met.

SHERIFF

1. 2007 Operating Plan for Forest Service Patrol of Diamond Lake / Lemola Lake recreation areas.
