12/14/16 Douglas County Board of Commissioners Public Hearing
The Douglas County Local Parks Master Plan final document provided in the link below will be presented to the Board of Commissioners during a public hearing scheduled for Wednesday, 12/14/16 at the Douglas County Courthouse. The final document incorporates the narrative submitted to the Planning Commission in the 11/09/16 memorandum presented to them at their 11/17/16 public hearing. In addition, a full map of Douglas County identifying the locations of all 69 park properties maintained by the Parks Department was also submitted as recommended by the Planning Commission.

09/25/15 – Parks Advisory Board Meeting
Stuart Cowie defined the definition for each park classifications (Active, Passive, Surplus), and distributed a current “Draft” list of each park with a classification.  In addition, Stuart elaborated on how the classifications / goals for each park were determined using the current Park Policy Manual.   The next step will be to have the PAB review the classification list and agree or discuss other classification possibilities.

 
 

10/16/15 – Parks Advisory Board Meeting
Stuart Cowie reiterated the park classifications (active, passive, surplus).   Cowie ask the PAB to review, approved and/or comment the current property list of classifications.  The PAB has agreed to review the list and visit any properties they would like to further evaluate.  At the next meeting the surplus property list will be discussed and categorized into three sub-categories (possible future park, sale of property, timber management).

11/6/15 – Parks Advisory Board Property Tour
Stuart Cowie, Gary Groth, Susan Morgan, and the Parks Advisory Board took a field trip to visit the majority of surplus properties.

11/17/15 – Audubon Society Public Meeting
Stuart Cowie and Gary Groth presented the goals and policies based on the current comprehensive plan that will be used to complete the Parks Master Plan.   Stuart explained the definitions of each park classification.

12/18/15 – Parks Advisory Board Meeting
Stuart Cowie advised the PAB of why the County has chosen to go through the process of completing a Local Parks Master Plan. He indicated the primary purpose of the plan was to provide grant funding to the Parks Department in order to provide additional amenities to parks identified within the Active category. Cowie indicated that the concerns expressed by the public in past meetings regarding the possible sale or timber harvesting of specific park properties were valid. In an effort to address those concerns changes to the definition of both the Passive and Surplus categories were made. In addition, the name of the Surplus category was changed and will now be referred to as the Unclassified category. Issues involving the sale or timber harvesting of specific park properties will no longer be a part of the process in developing this plan. Questions involving these issues will be addressed at a later time through a maintenance and or operational plan.

Of the 16 parks identified within the Active category, the Planning Department has identified 7, in which they have plans for specific future amenities. The Parks Department would like to share those plans and ideas with the public, as well as gather ideas from citizens about the types of amenities they would like to see at parks identified within the Active category. The Parks Department will host a Town Hall meeting, Jan. 5, 2016 from 7pm – 9pm at the Church Annex in order to facilitate this discussion.

Cowie will compile the information gathered at the Town Hall meeting and present it to the PAB on January 29, 2016. The PAB made a motion to approve the changes to the plan as presented to them and to move forward with the Town Hall meeting.

Stuart Cowie & Gary Groth discussed future planning for “Active Parks”.  The public was given the opportunity to suggest amenities and development possibilities they would like to see at these parks.

01/29/16 – Parks Advisory Board Meeting
Stuart Cowie reiterated why the County has chosen to go through the process of completing a Parks Master Plan. He indicated the Planning Department is using ORS 195.120 and OAR 660-0034-0040 as the rules and guideline for developing the plan. He gave an overview of

  • The Town Hall meeting held on 01/05/16,
  • The public comments provided at the meeting regarding Active classified parks
  • The written public comments submitted to the County after the Town Hall meeting was held.
Cowie indicated his objective was to get feedback from the PAB regarding their feelings about parks identified within the Active category. The PAB discussed 5 of the 16 Active park properties.

04/29/16 – Parks Advisory Board Meeting

Stuart Cowie indicated that the Planning Department had finished a draft of the Local Parks Master Plan for the public to review. He gave a brief summary of the Plan indicating that it consisted of four different sections including an:

08/19/16 – Parks Advisory Board Meeting
The Local Parks Master Plan draft was presented to the Parks Advisory Board (PAB) June 17, 2016. At that meeting the PAB made a motion to recommend approval of the 06.17.16 draft of the Douglas County Local Parks Master Plan to the Planning Commission and the Board of Commissioners. As part of the motion the PAB asked that a comprehensive list of each park be added, including the zone, property ID No., Assessor’s Map No. & Tax Lot, acreage and that a site specific aerial and zoning map is included within the plan.

In order to comply with the motion made by the PAB, Appendix A was developed and is located at the end of the document. Appendix A contains a list of all 69 designated park properties managed by the Douglas County Parks Department. The list of parks is broken into the three categories of Active, Passive and Unclassified identified with the plan. The list includes the name of the park, the zoning of the park, its location within a UGB, UUA or city limit, the total acreage of the property, the property identification number, and the Assessors Map and Tax Lot number identified for the property. At the end of each list is an aerial map showing the boundary of the park, as well as a zoning map.

11/17/16 Douglas County Planning Commission Public Hearing
The 11/09/16 Planning Commission Memorandum provided in the link below summarizes comments made at each of the six PAC meetings and the Planning Commission hearing held 10/27/16. The memorandum identifies concerns and then further indicates how those concerns are specifically addressed within sections of the Parks Master Plan draft. Changes identified within this memorandum will be incorporated into the Parks Master Plan draft after a recommendation is made by the Planning Commission.
