THE POSITION:
This position will work independently or jointly with Licensed Medical
Professionals and nursing professionals on staff through the Mental
Health Division to provide nursing services at home or in clinics to
mental health clients, assess client needs, determine, implement and
evaluate results of plan to meet those needs. Essential functions:
Counsel
clients in preventative care, proper medication use and health
education, promote physical and emotional health as well as prevention
of disease. Perform injections and phlebotomy. Interview client, family
and others to obtain mental health and medical history. Establish and
maintain client records using electronic medical record system.
Diagnose, plan treatment and case management to consist of updating
treatment plans and medication only treatment plans. Refer client to
other health resources as needed. Assist Licensed Medical Providers with
tasks such as follow up by phone with clients, checking clients in, and
triaging telephone calls per department protocol. Collaborate with
community health. Order supplies and medications. Participate in program
planning/coordination and establishing policy and procedures. Must be
prepared to respond to emergency events. Requires regular and
consistent attendance.
SALARY RANGE:
$19.55 – $28.52 per hour plus excellent benefit package, including
retirement.
MINIMUM QUALIFICATIONS:
Bachelor’s degree in nursing with coursework emphasis in mental health
and three years progressively responsible work experience in a mental
health setting. Current Oregon Registered Nurse License. At time of
appointment must possess a valid Oregon Driver’s License. Must be able
to be credentialed as Qualified Mental Health Professional.
In addition, applications will be
reviewed based on the following: Considerable knowledge of
nursing theories, principles, practices, and procedures as applied to
community mental health nursing services; thorough knowledge of medical
and lab equipment and test procedures; thorough knowledge of Mental
Health pharmacology and medications; thorough knowledge of rules and
regulations that govern practices of registered nurses; skill in
interviewing and counseling techniques; injections, phlebotomy, and
basic nursing skills; ability to communicate effectively in both
written and oral form; use screening and assessment skills to assess
levels of wellness, determine plan to meet needs, implement that plan
and monitor the results; plan/consult with licensed medical
professionals, source agencies, families of clients and community;
establish and maintain records, reports, and statistical data;
participate within an team unit; use problem identification and
resolution techniques; remain calm and use good judgment during
confrontational or high pressure situations; make decisions
independently in accordance with established policies, and use
initiative and judgment in carrying out tasks and responsibilities;
courteously meet and deal effectively with other employees, clients and
families, physicians, community agencies and the public.
PHYSICAL DEMANDS AND WORK ENVIRONMENT:
Work is performed in an office
environment and in the field, requiring hearing voice conversation,
keyboarding, hearing alarms, operating passenger vehicles, reaching,
standing, bending, occasionally lifting up to 14 pounds, gripping with
hands and fingers, and sitting. Employee must maintain a positive
mental attitude and a tolerance for pressure situations.
PHYSICAL EXAMINATION:
Offer of employment is contingent upon successful completion of a
pre-employment chemical detection screen conducted at County’s expense.
DRIVING RECORD:
Applicants selected for interview will be required to bring to the
interview a recent Court Print driving history obtained from the DMV.

The finalist for
this position will be made an offer of employment, contingent upon
passing a full criminal history record check in accordance with OAR
Chapter 407, Division 7. A disqualifying event determined by the State
