THE POSITION:
This position exists to manage, coordinate and monitor medical records
in the Public Health Division. Essential Functions: Manage the
compliance and monitoring of all medical records under HIPAA guidelines;
manage the digital imaging system for delivery of medical records and
other documents for on-line use by clinicians, nurses, and other
department staff whose job requires access to the information; document
and monitor the release of medical records information; manage ongoing
development and policies and procedures for the imaging of digital
records. Requires regular and consistent attendance.
STARTING SALARY RANGE:
$11.55 to $13.27 per hour plus
excellent full-family
benefit package, OPSRP retirement and availability of deferred
compensation retirement savings.
MINIMUM QUALIFICATIONS:
Three years of work-related support experience of a progressively
responsible nature or a satisfactory equivalent combination of
education, experience and training.
Desirable
qualifications: Medical terminology, decision-making skills, proficiency
in document management, databases and certification in HIPAA training.
In addition,
applications will be reviewed based on the following: Intensive
computer and imaging knowledge and experience in appending
medical records, scanning medical records and filing electronically of
documents that have been placed in ongoing files or Tiff Maker;
considerable knowledge of medical records quality assurance and tracking
of medical records in a multi-faceted electronic process of preparation
and retrieval; considerable knowledge of computer hardware, software and
peripheral equipment as it applies to on-line medical records systems;
knowledge of imaging principles that guide medical records information;
familiarity with the use and functionality of technical office equipment
including digital scanning equipment, fax, copier, and PC; high
technical skill in filing client information electronically, and
appending “on-going” medical record documents; ability and
knowledge in assisting the public with Release of Information, following
the HIPAA Guidelines/Division Policy; ability to communicate well in
writing and verbally; to work with professional staff and the public in
dealing with medical record issues; ability to keep informed of
technical and legal developments in the medical records/technology
field; manage and maintain equipment.
PHYSICAL
DEMANDS AND WORK ENVIRONMENT:
Work is performed in an office environment and is generally sedentary,
requiring bending, color identification, gripping with hands and
fingers, hearing alarms and voice conversation, keyboarding,
occasionally lifting up to 34 pounds, operating passenger vehicles,
pulling, pushing, reaching, sitting, standing, standing long periods,
walking, exposure to outside extreme temperatures, noisy, confined or
crowded work area, and working in remote areas.
PHYSICAL EXAMINATION:
Employment is contingent upon successful completion and passing of a
pre-employment chemical detection screen, conducted at County expense.
DRIVING RECORD: Applicants
selected for interview will be required to bring to the interview a
Court Print driving history obtained from the DMV. Please allow 5-7
days for delivery and longer for out of state.
EXAMINATION:
Finalists may be invited at a future date to an examination of clerical
