MENTAL HEALTH OPERATIONS MANAGER

THE POSITION: This position will be responsible for the non-clinical day-to-day activities and operations of the division, including administration and management of the Mental Health Division as well as supervision, developing and recruiting non-clinical administrative support staff.  Essential Functions: Assess administrative and management needs for the Division; develop, implement, evaluate and manage all non-clinical program elements; provide consultation, administrative support and resource development and allocation.  Serve as a technical resource in the research, design, implementation, and quality assurance of programs within the division; develop, analyze and evaluate the performance and efficiency of various administrative and operational programs and services including analyzing and producing statistical analysis.  Work closely with the Division Director and program managers in developing and implementing a comprehensive plan for compliance with legislative mandates related to evidence-based programming; assist in developing performance measurement systems; assist in the development and implementation of policies and procedures.  Select, assign work to, train, motivate, assist and evaluate administrative support and clerical personnel; work with employees to correct performance deficiencies; implement discipline, utilize termination procedures in consultation with Director.  Requires regular and consistent attendance.  Marginal Functions: Develop and direct staff training programs; assist Mental Health Division Director in establishment of goals, policies, and procedures; budget preparation; monitor contracts; assure compliance with local, State and Federal laws and regulations; represent the Mental Health Division to community. 

STARTING SALARY RANGE: $4,277 to $4,919 per month plus excellent full-family benefit package, OPSRP retirement and availability of deferred compensation retirement savings. 

MINIMUM QUALIFICATIONS: Master’s degree in social services, management or related field and four years post graduate working experience in social services or related setting, or a satisfactory equivalent combination of education, experience and training that includes supervisory, quality assurance coordination and resource management experience.  At time of appointment, incumbent must possess a valid Oregon driver’s license. 

In addition to the above requirements, applications will receive further evaluation based on extensive knowledge of State and Federal statues, as well as Administrative Rules that govern the operations of the Mental Health Division.  Thorough knowledge of supervision principles, organizational practices and performance measurement techniques; through knowledge and understanding regarding conflict resolution and program development.  Skill in writing in a clear, crisp and concise manner, as well as applying effective writing and listening techniques and principles.  Ability to communicate effective both in written and oral form, as well as to lead, support and motivate staff, administer appropriate progressive discipline when dealing with deficient work performance issues of employees, manage time efficiently, make decisions independently in accordance with established policies and procedures and use initiative and judgment in completing tasks and responsibilities, establish and maintain accurate and complete records, remain calm and use sound judgment during confrontational or high pressure situations, courteously meet and deal effectively with employees, public and community partners.  Ability to work within inter-disciplinary team; establish and maintain records; statistical and data analysis; work independently ; produce reports and analysis based upon information obtained; remain calm and use good judgment during confrontational or high pressure situations.  Ability to present in public venues representing the needs of the division and individuals served. Ability to utilize problem identification and resolution techniques. 

DRIVING RECORD: Applicants selected for interview will be required to bring to the interview a Court Print driving history obtained from the DMV.  Please allow 5-7 days for delivery; longer for out-of-state. 

PHYSICAL DEMANDS AND WORK ENVIRONMENT: Work is performed primarily in an office environment requiring gripping with hands and fingers, hearing alarms and voice conversation, keyboarding, occasionally lifting and carrying up to 34 pounds, operating passenger vehicles, pulling, pushing, reaching, sitting, standing for long periods and walking. 

PHYSICAL EXAMINATION: Employment is contingent upon successful completion and passing of a pre-employment chemical detection screen, conducted at County expense. 

CRIMINAL BACKGROUND CHECK:  The finalist for this position will be made an offer of employment, contingent upon passing a full criminal offender record check in accordance with guidelines outlined in ORS 181.536-537. A disqualifying event, as defined in OAR Chapter 411, Division 009, determined by the State of Oregon, will result in denial or termination of employment.
