Mental Health Specialist 3 - CBC
(Community Based Corrections)

THE POSITION:  This position provides psychosocial assessments and individual and group psychotherapy with primary focus on community based corrections clientele.  Services will be provided in a community based corrections environment in Roseburg.  Essential Functions:  Serves as Mental Health Specialist with primary responsibility for providing Mental Health services.  Assesses needs of adult clients; formulates intervention strategies and plans; provides short-term and on-going individual and/or group therapy; utilizes a five axis mental health evaluation; and consultation/collaboration with professionals in other programs and agencies who are also providing services to assigned client. Care Coordination and case management provided as needed. Utilize a therapeutic relationship and interventions to help the clients meet objectives of the treatment plan.  Maintains current case file information in an electronic medical records system on each client served; networks with referring physicians and programs; maintains primary responsibility for program development, coordination and refinements.  Requires regular and consistent attendance.  Marginal Functions:  Record-keeping, correspondence, staff meetings, training and other duties as assigned.

SALARY RANGE:  $3,388 to $4,943 per month, plus an excellent benefit package including retirement.

MINIMUM QUALIFICATIONS:  Master’s degree in psychology, social work or related field and three years post-graduate experience in mental health counseling and psychotherapy. At time of appointment, must posses valid Oregon driver’s license. Applicant must be able to be credentialed at time of hire.  Experience working in a community based corrections environment working with parole and probation officers preferred.

In addition to the above, applications will receive further evaluation based on the following:  Thorough knowledge of psychological/psychosocial theory, principles/practices of mental health treatment including assessment, diagnosis and treatment of specific client population; human behavior/development as it relates to crisis situations and problems of client population; behavior intervention, management and support strategies/principles; laws relating to mental health services provided to client population; community resources and the functions/procedures of other social service agencies and service providers; psychological testing and application to diagnosis and treatment of mentally ill persons; DSM IV and ICD-9 diagnoses; psychoactive medication and treatment applications; sound case management; substance abuse and addictive behaviors as it pertains to client population.  Skill in writing/typing clear/concise correspondence, records, treatment plans, legal documents, reports and statistical data; interviewing, counseling, listening, negotiating and administering therapeutic techniques/principles, family group dynamics, assessment, diagnosis, coordination, medication and treatment of client population.  Ability to communicate effectively in both written, oral and electronic forms; ability to utilize electronic medical records and platforms supporting this function including Microsoft Outlook, Calendar and Word; plan/consult/coordinate with source agencies, physicians, families of client and the community; work within interdisciplinary team; work with and relate to a diverse population of people; work independently, efficiently organize time and meet established deadlines; remain calm and use good judgment during confrontational or high pressure situations; courteously meet and deal effectively with other employees, clients, families, hospitals, schools, state agencies, judicial and law enforcement agencies, physicians, other service professionals and agencies, and the public.

PHYSICAL DEMANDS AND WORK ENVIRONMENT:  Work is performed in an office environment and in the field, requiring hearing voice conversation, keyboarding, bending, hearing alarms, operating passenger vehicles, reaching, standing, occasionally lifting up to 14 pounds, gripping with hands and fingers, and sitting.

PHYSICAL EXAMINATION:  Employment is contingent upon successful completion of a pre-employment chemical detection screen conducted at county expense.

CRIMINAL BACKGROUND CHECK:  The finalist for this position will be made an offer of employment, contingent upon passing a full criminal history record check in accordance with OAR Chapter 407, Division 7.  A disqualifying event determined by the State of Oregon, will result in denial or termination of employment.

DRIVING RECORD:  Applicants selected for interview will be required to bring to the interview a Court Print driving history obtained from the DMV.  Please allow 5-7 days for delivery; two weeks for out of state.
