THE POSITION:  Performs duties in supervising the activities of juveniles in a detention/shelter facility.  This position is responsible for maintaining order, discipline, safety, and protection of the emotional and physical well being of juvenile clients.  This position provides group and individual supervision of juveniles and provides other support services necessary for specific programs.  This is an entry-level position.  Essential functions:  Oversees juveniles to ensure physical needs are met and that the facility is secure and order is maintained; provides on-line supervision of juvenile clients under the supervision of higher classifications; gives practical advice or guidance to juveniles and keeps other staff informed of such; documents activities and observations using a computer; prepares incident reports; consults with co-workers regarding clients; instructs, supervises and participates with residents in daily work or recreational activities; assists other staff in providing and documenting activities; anticipates hostile behavior of juveniles and resolves conflicts; reports to shift leader; assists in crisis intervention; instructs juveniles on rules and procedures; checks for illness or injury; distributes meals, clothing and bedding as needed and assists with other necessities; provides fill-in coverage due to absence of other staff or additional staffing requirements; transports juveniles as needed.  Requires regular and consistent attendance. 

STARTING SALARY:  $11.55 per hour  

MINIMUM QUALIFICATIONS:  Any combination of course work, experience and/or training which provides required knowledge, skills, and abilities necessary to perform the duties of the position.  At time of appointment, must possess a valid Oregon driver’s license. 

Desirable qualifications:  experience in human service setting, which includes or is supported by coursework in psychology, social work or a related field, residential youth care experience, certification of basic residential child care, workshops or other relevant training.

  • List of all training completed within the last 2 years related to juvenile justice or applicable to the duties of a Juvenile Services Specialist.  If no trainings have been attended, applicant must submit a separate document stating that information.

  • Transcript documenting college degree, if applicant is a college graduate (unofficial transcripts are acceptable, however, if the applicant is selected for the position, he/she will be required to submit an official transcript prior to reporting to work).

  • Supplemental Questionnaire Detention Center and Shelter Facility.  Please Read the attached “Driving Record Screening” document and the “Self Assessment of Potential Disqualifiers” document before completing application.  If qualified, please complete the “Supplemental Questionnaire for Detention Center and Shelter Care Facility” and submit with your application. 

Applications will not be accepted without the Questionnaire.

In addition to the above, applications will receive further evaluation based on the following:  Reasonable knowledge of juvenile behavior and human relations; ability to communicate effectively in both oral and written forms; give practical advice and guidance to juveniles; gain confidence of the juveniles; lead and direct work and recreational activities; apply a practical knowledge of program requirements and procedures to day-to-day activities; maintain order, discipline and safety; discipline firmly and fairly; remain calm and use good judgment during confrontational or high pressure situations; estimate time and materials and manage time efficiently; make decisions independently in accordance with established policies and procedures; maintain progress reports and charts using a computer; keyboarding; transport juveniles; courteously meet and deal effectively with other employees, juveniles and their families, outside agency personnel and the public. 

SELECTION PROCESS:  Screening of applicants based upon minimum qualifications listed above; completion of a written examination; oral panel interview; oral interview with the Juvenile Director or Designee; extensive background investigation; physical exam and chemical detection screen.

 NOTE:  Applicants may be disqualified after unsuccessful completion of any phase of evaluation.  

BACKGROUND INVESTIGATION: Finalist must be willing to submit to a thorough background investigation, including a criminal history check through the Law Enforcement Data Systems (LEDS).  Please see attached document entitled “Self-Assessment of Potential Disqualifiers” for a description of what areas the background investigation will encompass.

PHYSICAL DEMANDS AND WORK ENVIRONMENT:  Work is performed at a juvenile detention shelter facility and requires participating in work and recreational activities with the clients; must be able to apprehend and restrain hostile youth when necessary.  Physical demands may require bending, climbing stairs, gripping with hands and fingers, hearing voice conversation, keyboarding, lifting/carrying up to 60 pounds, pulling, pushing, reaching, running and walking.  Some driving may be required. 

PHYSICAL EXAMINATION:  Employment is contingent upon successful completion of a pre-employment chemical detection screen.  To determine if physically qualified to perform the essential functions, employment offer is conditioned upon satisfactory results of a post-offer medical and audiological exam, conducted at county expense. 

DRIVING RECORD:  Applicants selected for interview will be required to bring to the interview a Court Print driving history obtained from the DMV.  Please allow 5-7 days for delivery, 2-3 weeks for out of state.
