THE POSITION:
This position is made possible through a Health Communities
Building Capacity grant with the Oregon Department of Human
Services, Health Promotion and Chronic Disease Prevention
Program. Assists local public health authorities in planning a
population-based approach to reduce the burden of chronic
disease. Essential functions: Works independently and in
collaboration with Tobacco Prevention and Education Coordinator
and/or Health Promotion Manager to implement all Health
Communities grant activities. Establishes, maintains and
coordinates linkages and/or partnerships with key stakeholders
from diverse sectors of the community. Coordinates, facilitates
and manages meetings, trainings, conference participation, and
all related notifications, recordkeeping, budgets, minutes,
contact lists, project expenses and information monitoring and
reporting.
Requires regular and consistent attendance.
STARTING SALARY RANGE:
$16.40 - $18.83 per hour. (Position is scheduled until June 30,
2011 and is non-benefited, part-time.)
MINIMUM
QUALIFICATIONS:
Bachelor’s degree in health education, science or related field
with coursework emphasis on public health education and two
years progressively responsible work experience or a
satisfactory equivalent combination of education, experience and
training. At time of appointment, must possess a valid Oregon
driver’s license. Desirable qualifications:
Master’s degree in public health or health education and one
year progressively responsible work experience.
In
addition to the above, applications will receive further
evaluation based on the following: Thorough knowledge of
theories, objectives, principles, and practices of health
education and promotion provided through a public health
program; considerable knowledge of life sciences, sociology,
behavioral sciences and human behavior; considerable knowledge
of community and social organizations; considerable knowledge of
modern educational theories and techniques, and literature
evaluation; considerable knowledge of management of health
education programs to assess community health
education/promotion needs, develop, implement, and evaluate
programs; reasonable knowledge of program financial and contract
monitoring. Skill in clear and concise report writing,
educational material preparation and budget management;
interviewing and counseling techniques; preparing and
maintaining records, reports and statistical data; create
documents and process information on a computer. Ability
to communicate effectively in writing, one-on-one and in
presentations to lay and professional audiences on public health
issues and initiatives, use computer, presentation equipment,
email and internet tools, and computer software to perform
responsibilities of Health Communities grant, understand public
health evidence-based practices and approaches to affect policy,
environmental and systems change to promote health and prevent
chronic disease; organize and conduct local community needs
assessment, including familiarity with research methods, data
collection techniques, data analysis, program planning,
reporting, and evaluation, operate audio-visual, satellite and
other job-related equipment; make decisions, independently in
accordance with established policies and procedures and use
initiative and judgment in completing tasks and
responsibilities; estimate time and materials and manage time
efficiently; utilize problem identification and resolution
techniques; use large and small group leadership skills; provide
educational programs and consultation; remain calm and use good
judgment during confrontational or high pressure situations;
courteously meet and deal effectively with other employees,
volunteers, contractors, groups, other agencies, service
providers and the public.
PHYSICAL DEMANDS AND WORK ENVIRONMENT:
Work is performed in an office setting including a crowded work
area, requiring color identification, gripping hands & fingers,
hearing voice conversation and alarms, keyboarding, frequently
lifting up to 34 pounds, operating passenger vehicles, pulling,
pushing, reaching, kneeling, bending, sitting, standing, and
walking. A considerable amount of driving is required.
PHYSICAL
EXAMINATION:
Offer of employment is contingent upon successful completion of
a pre-employment chemical detection screen conducted at County’s
expense
DRIVING RECORD:
Applicants selected for interview will be required to bring to
the interview a Court Print driving history obtained from the
DMV. Please allow 5-7 days for delivery; 2-3 weeks for out of
state.
CRIMINAL BACKGROUND CHECK:
The finalist for this position will be made an offer of
employment, contingent upon passing a full criminal history
record check in accordance with OAR Chapter 407, Division 7. A
disqualifying event determined by the State of Oregon, will
result in denial or termination of employment.

Because this position is responsible for cash handling, the
finalist will be subject to a background check including, but
not limited to, credit, criminal (LEDS), judgments, etc.
