THE
POSITION:
Responsible for identifying, documenting and resolving environmental
health risks to the people of Douglas County at public licensed or
regulated facilities. These duties may also include working with
communities to mitigate the affects of environmental issues of public
health concerns. Essential Functions: Inspect and approve
licensure and evaluate facilities compliance with state laws and rules
in licensed and unlicensed facilities within assigned work area.
Conduct public water system surveys, investigations on alerts and
significant non-compliers and collect water samples. Conduct and/or
assist with communicable disease investigations, sanitary surveys,
stream surveys, vector surveys, public health complaints and animal
bites. Provide information to the public concerning environmental
health issues. Provide client education using approved methods
documenting activities and work schedule coordination. Requires
familiarity with emergency response protocol. Requires regular and
consistent attendance.
SALARY:
$3014 ~ $4397/mo. depending on certification and experience, plus
excellent full-family benefit package, Oregon Public Service Retirement
Plan (OPSRP) membership and availability of deferred comp retirement
savings.
MINIMUM QUALIFICATIONS:
Bachelor's degree in public or environmental health, bacteriology,
chemistry, biology, entomology, or zoology and two years progressively
responsible work experience as a registered sanitarian, including
supervisory experience, OR a minimum of six years directly related and
progressive work experience, OR an equivalent combination of education,
related experience and training.
Must
possess current Oregon Registered Sanitarian License.
In
addition to the above requirements, applications will receive further
evaluation based on thorough knowledge of current methods,
principles, techniques and practices as applied to environmental health
areas; thorough knowledge of Oregon Revised Statutes, Oregon
Administrative Rules that govern environmental health programs and the
follow-up of disease investigations/outbreaks; considerable knowledge of
equipment and procedures used by businesses and facilities within
program area; considerable knowledge of laboratory testing procedures;
reasonable knowledge of first aid and food handling procedures;
reasonable knowledge of commercial shellfish and public health hazards
associated with them. Skill
in writing clear and concise correspondence, newsletters,
records, reports and statistical data; use of related sampling and lab
equipment used in biological and chemical testing; interviewing
techniques; using computers for word processing and data analysis,
documentation of licensing inspections utilizing specialized software,
Microsoft Outlook for scheduling of inspections and calendaring of
schedules. Ability to
communicate effectively in both oral and written forms; conduct
investigations, document findings, determine corrective measures and
implement compliance schedules; establish and maintain records, reports,
and statistical data; make decisions independently in accordance with
established policies and procedures, establish new policies when
applicable, and use initiative and judgment in completing tasks and
responsibilities; utilize problem identification and resolution
techniques; remain calm and use good judgment during confrontational or
high pressure situations; work independently and manage time
efficiently; courteously meet and deal effectively with employees,
business owners, committees and advisory boards, state and federal
agencies and the public.
DRIVING RECORD:
Applicants selected for interview will be required to bring to the
interview a Court Print driving history obtained from the DMV. Please
allow 5-7 days for delivery; longer for out-of-state.
PHYSICAL DEMANDS AND WORK ENVIRONMENT:
The work duties are divided between the office and the field locations.
Field inspection requires physical abilities in bending, color
identification, gripping with hands and fingers, hearing alarms and
voice conversation, keyboarding, kneeling, occasional lifting up to 60
pounds, operating passenger vehicles, reaching, sitting, standing long
periods, and walking. Work performed in the field is in an environment
which involves everyday risks or discomforts, and sometimes adverse
weather conditions, requiring safety precautions. A considerable
amount of driving is required.
BACKGROUND
INVESTIGATION/RECORD CHECK AUTHORIZATION:
Because this position is responsible for cash handling, the finalist
will be subject to a background check including, but not limited to,
credit, criminal (LEDS), judgments, etc. Employment offer is
conditional upon satisfactory results of pre-employment background
check.
PHYSICAL EXAMINATION:
Offer of employment is contingent upon final candidate successfully
completing pre-employment chemical detection screen.
To determine if physically
qualified to perform the essential functions, employment offer is
conditional upon satisfactory results of a post-offer medical and
audiological exam; conducted at county expense.
