THE
POSITION:
Performs professional legal work in the Office of the County Counsel.
Essential Functions: Prosecute and defend actions and proceedings
in which the county is a party; represent county in litigation in
circuit, small claims and tax court, in appeals to the Court of Appeals
and Supreme Court, in federal district and bankruptcy court and before
state agencies such as Land Use Board of Appeals, Department of Revenue,
Employment Division, Employment Appeals Board and Bureau of Labor and
Industries; provide legal opinions to the Board of Commissioners,
elected officials, department heads and administrative staff on
questions of law or policy; answer questions; prepare recommended
interpretation outlining facts and applicable law; attend Board of
Commissioners and advisory board meetings; provide legal advice to
county boards such as Planning Commission; represent assigned
departments in specific legal areas; draft, review and approve
ordinances, resolutions, formal orders, contracts, procurement documents
and other legal documents prepared for signature by the Board of
Commissioners and other county officials; ensure compliance with
contract law and county policy; review county policies and develop
procedures and regulations; ensure policy, procedure, and regulations
are consistent with the law and administratively sound. This position
requires a significant amount of contract work.
SALARY
RANGE (Part Time):
$27,217 - $39,655 annually/ plus benefit package including pro-rated
full-family medical/dental insurance package, PERS retirement, access to
optional insurances and deferred compensation retirement plans.
MINIMUM
QUALIFICATIONS:
Doctor of Jurisprudence degree supplemented by progressively
responsible work experience as an attorney. At time of appointment,
must be a member of the Oregon State Bar and should be admitted to the
U. S. District Court for the District of Oregon. Desired
qualifications: Experience with public records and meetings law,
public procurement, condemnation and jury trial experience.
In addition
to the above, applications will receive further evaluation based on the
following: Thorough knowledge of legal principles, procedures,
terminology, civil laws, municipal government law, forms, legal analysis
and courtroom and trial procedures; thorough knowledge of civil laws,
administrative regulations and case law; thorough knowledge of
administrative hearings, courtroom and trial procedures including state,
federal, trial and appellate courts and Oregon rules of evidence. Skill
and ability in Courtroom proceedings; writing clear and concise
contracts, ordinances and legal documents. Ability to communicate
effectively and persuasively in oral and written forms; conduct complex
legal research and set forth findings of fact and decisions in concise
and persuasive written form; analyze facts, evidence, and precedents to
arrive at logical conclusions; adjust to priority changes, remain calm
and use good judgment during confrontational or high pressure
situations; effectively negotiate cases with other attorneys; work
independently, make decisions independently in accordance with
established policy and procedures, establish new policies when
applicable, and use initiative and judgment in completing tasks and
responsibilities; courteously meet and deal effectively with Board of
Commissioners, other employees, elected officials, department heads,
other agency representatives, advisory boards, attorneys, courts and the
public.
PHYSICAL DEMANDS AND WORK ENVIRONMENT:
Work is performed in an office or courtroom setting; work is generally
sedentary requiring bending, hearing voice conversation, keyboarding,
occasionally lifting/carrying up to 14 pounds, sitting, standing, and
standing long periods. Some driving is required. Regular attendance is
considered an essential function.
CRIMINAL BACKGROUND INVESTIGATION:
Finalist must successfully complete a thorough background investigation
including a criminal history check through the Law Enforcement Data
System (LEDS).
DRIVING RECORD:
Applicants selected for interview will be required to bring to the
interview a recent Court Print driving history obtained from the DMV.
