VICTIM ASSISTANCE COORDINATOR
Pay Range GC13

INTRODUCTION

This classification provides comprehensive services to victims and witnesses of all types of crime with specific emphasis on serious crimes against persons and property.

EXAMPLES OF PRINCIPAL DUTIES

(Duties assigned to this classification include, but are not limited to, the following examples.)

1. Review new cases to determine the necessity of victim contact, prepare victim impact statement and/or initiate phone contact with victim. Communicate with victim or witness for attorney regarding case status and progress. Refer victims to other public or private agencies for services if appropriate.

2. Assist victims in completing application for compensation for loss of property or medical expenses. Research police reports to determine loss; maintain files with current data for restitution and administrative recordkeeping purposes.

3. Prepare victims for court hearings by providing information and courtroom tours. Assist district attorney in the victim interview. Accompany victims to court; when possible, involve them in the decision-making process. Prepare motions, orders and affidavits for various court proceedings.

4. Coordinate and participate in monthly meetings of the Interagency Multidisciplinary Child Abuse Team and Child Fatality Review Team. Schedule cases, maintain docket, take and distribute minutes, send data to State agencies.

5. Establish and maintain program recordkeeping; prepare state-required reports. Prepare and maintain program budget. As available, apply for program grants.

6. Supervise part-time victim assistant and volunteers; includes primary responsibility for selection and training of volunteers. Coordinate program procedures and assure compliance.

7. Represent program in the community, committees and team meetings. Develop community resources to assist crime victims.

8. As sexual assault advocate, be on on-call status and provide general support to victim during interview process.

KNOWLEDGE, SKILL AND ABILITY REQUIRED BY THIS POSITION

Knowledge of: Considerable knowledge of standard office practices and procedures; considerable knowledge of recordkeeping and reporting; reasonable knowledge of legal documents and court processes; reasonable knowledge of human behavior; reasonable knowledge of community resources; basic knowledge of victim assistance services. Skill in: Use of complex office equipment including automated equipment and systems. Ability to: Communicate effectively in both oral and written forms; supervise and motivate support staff and volunteers; maintain confidentiality; relate to a diverse population of people; conduct thorough interviews; make decisions independently in accordance with established policy and use initiative and judgment in completing tasks and responsibilities; effectively organize time and meet established deadlines; establish and maintain records, reports, statistical and fiscal data; remain calm and use good judgment during confrontational or high pressure situations; utilize problem identification and resolution techniques; represent program to the community; courteously meet and deal effectively with employees, distressed and often angry people and victims, other agencies, committees, witnesses and the public.

Education, experience and training: Four years progressively responsible work related experience OR combination of training and experience in the criminal justice system and/or with victim issues. At time of appointment, must possess a valid Oregon driver's license.

Desirable Qualifications: Training in assisting individuals with the trauma of crimes.

SUPERVISORY CONTROLS OF THIS POSITION

Work is performed under the general direction of the District Attorney and/or his designee.  Recurring routine assignments are independently performed by employee on basis of past experience. The employee receives general instructions regarding the scope and approach to projects or assignments, but procedures and problem resolution are left to the employee's discretion and interpretation. Employee estimates and manages time efficiently. Work is reviewed periodically to ensure determinations and decisions made are in compliance to department policy and procedures.

GUIDELINES

Work is performed within department policy and procedure; federal, state and county statutes, rules and regulations; community services directory; volunteer guidelines; statistical and financial recordkeeping procedures; software and equipment manuals. Considerable amount of judgment and initiative is used to interpret these guidelines.

PHYSICAL DEMANDS AND WORK ENVIRONMENT

Regular and consistent attendance is required.  Work is performed in an office environment and is generally sedentary; however, may require hearing voice conversations, keyboarding, lifting up to 15 pounds, sitting, standing and walking. A reasonable amount of driving is required.
