This classification performs basic routine or repetitive duties at county transfer disposal sites in accordance with well-defined policies, procedures and guidelines. Attendants monitor community corrections offenders. Attendant collects special waste fees and maintains related paperwork. 


(Duties assigned to this classification include, but are not limited to, the following examples. Any one position may not perform all listed tasks.)

1. Direct and assist users of transfer sites in proper disposal procedures; monitor incoming traffic for special waste; explain and enforce departmental policy and procedures; provide recycle information. If items prohibited at a transfer station, direct users to the nearest landfill for disposal.

2. Notify County staff when transfer boxes are full and require removal to landfill site. Prepare boxes for transport to main landfill. Assist County staff in loading and unloading drop boxes from tractor units; level out waste material within bins; raise and lower screened covers.

3. Maintain transfer site area; sweep stalls when transfer box is removed.

4. Monitor community corrections offenders assigned to transfer site. If offender is not behaving appropriately, or not working, contact work crew supervisor for action.

5. Collect special waste fees and maintain related paperwork.

6. Assist collection franchisees in cleaning debris; sweep brow log area after collection has unloaded.

7. Maintain daily log of activities, incidents, violations, waste volumes.

8. Open and close site at appointed hour; open and close barrier gates for permit holders.


Knowledge of: Basic knowledge of solid waste disposal practices. Skill in: Operation of small power tools and hand held radios. Ability to: Communicate effectively in oral and written forms; direct and assist the public with disposal policy and procedure; estimate and manage time efficiently; maintain basic records; interpret and comply with written and oral instructions; remain calm and use good judgment during confrontational or high pressure situations; courteously meet and deal effectively with other employees, contractors and the public.

Education, experience and training: Any combination of course work, experience and training which provides required knowledge and skills necessary to perform the duties of the position. Work experience must include working with people.


Work is performed with supervision from a parole and probation work crew supervisor. Employee estimates time and materials and manages time efficiently. Judgment is necessary in selecting appropriate established guidelines to follow. Employee uses initiative in completing routine assignments and interpretation of general administrative or operational policies and procedures is sometimes necessary. Significant deviations require prior approval. Work is checked at completion of projects.


Work is performed within established departmental policy and procedures, county and state statutes, rules and regulations and ordinances; reference manuals and solid waste code which are followed closely. Interpretation or deviation from standard procedures is minimal; supervisor is available to interpret guidelines.


Regular and consistent attendance is required.  Work is performed at county transfer disposal sites and involves bending, hearing voice conversation, lifting up to 20 pounds, pulling, pushing, reaching, standing, stooping and walking. Work is performed in an environment which involves everyday risks or discomforts, and sometimes adverse weather conditions, requiring safety precautions.
