OPERATIONS TEAM MANAGER
Reporting directly to the Department Head, with secondary accountability to the Department’s division directors, this classification is responsible for managing departmental support activities that may include the areas of information technology, finance, and building facilities. This position will also provide department-level coordination with external departments in the areas of contract administration, personnel, and risk management. Implementing a team approach to meet pre-established and measurable internal customer satisfaction criteria, this position will develop, as necessary, tracking and reporting mechanisms that will ensure team meets established goals. Incumbent supervises professional, technical and clerical support staff in varying degrees and has the final responsibility for work performed within the team.

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED BY THIS POSITION
Knowledge of: Thorough knowledge of principles, functions and processes of management, including organizational structures, team building/facilitation and leadership, personnel management and fiscal management to develop, implement, and evaluate department support activities; thorough knowledge of automated management information systems to design tracking and measurement mechanisms to evaluate progress toward goals; considerable knowledge of statistical data collection and research methods to compare and project quantitative data; considerable knowledge of public entity contract administration, personnel and risk management. Skill in: Reading, writing and communicating through generation of clear and concise correspondence, reports, and statistical data. Ability to: Communicate effectively in both oral and written forms; visualize the effects of recommended changes on divisions and department; gather, assemble and analyze data, both qualitatively and quantitatively, for operational support activities; establish and maintain records, reports, and statistical data in a well-organized manner; make decisions independently in accordance with established policies and procedures, establish new policies when applicable, and use initiative and judgment in devising solutions to issues and completing tasks and responsibilities; utilize problem identification and resolution techniques; be flexible as priorities are identified and/or changed; demonstrate proficiency in management of projects, systems and human resources; remain calm and use good judgment and tact during confrontational or high pressure situations; supervise, motivate and lead a team of technical and administrative support staff; courteously meet and deal effectively with other employees, other agency representatives, and committees.
Education, experience and training: Bachelor's degree in business administration, public administration or social science and four years progressively responsible work-related experience, three years of which are in a project and/or human resource management area OR a satisfactory equivalent combination of progressively responsible education, training and progressively related work experience. At time of appointment, must possess a valid Oregon driver's license.
Desirable qualifications: Master's degree in management, administration or related field and two years directly related work experience in project management, human resource management, system management, supervision and senior management.
SUPERVISORY CONTROLS OF THE POSITION
Work is performed under the guidance of the health and social services administrator who establishes program goals, objectives, and broad priorities. The employee develops plans and schedules to accomplish goals of the divisions and department, works independently in administering a complex area of responsibility and confers with supervisor for professional advice. Discretion is required in applying general goal and policy statements, in development of recommendations, policies and procedures and in resolving operational infrastructure issues. Work is accomplished within a broad framework, with authority and responsibility in area of service. Periodic reviews of work performance are conducted in terms of expected results.
Work is performed within established department policy and procedures; federal, state and county statutes, rules, regulations, orders, resolutions and ordinances; management, human resource management, information technology and financial theories, principles and practices. Incumbent utilizes seasoned judgment in determining which guideline applies in individual situations.
PHYSICAL DEMANDS AND WORK ENVIRONMENT
Regular and consistent attendance is required. Work is performed within an office environment and may require hearing voice conversation, keyboarding, sitting, standing and walking.
