This classification has supervisory responsibility for support staff and operations of a maintenance district; special projects, surfacing, bridge, solid waste or traffic safety section of the operations and maintenance division of the public works department. Duties performed are organize, schedule and supervise work activities; participate on short-and long-range planning and budgeting. Incumbents may serve as manager in absence of maintenance manager.

KNOWLEDGE, SKILL AND ABILITY REQUIRED BY THIS POSITION
Knowledge of: Thorough knowledge of the materials, methods, equipment and techniques used in highway maintenance and construction, chip sealing; thorough knowledge of the traffic laws and safety rules governing operations of motor vehicles and equipment on county roads; thorough knowledge of bridge carpentry, materials, methods and equipment used in bridge maintenance; through knowledge of solid waste regulations, procedures and laws governing disposal; thorough knowledge of weed and brush control chemicals and methods; considerable knowledge of maintenance standards of vehicles; Skill in: Safe operation of vehicles, equipment and tools used in section of responsibility Ability to: Communicate effectively in both oral and written forms; plan, coordinate and direct the activities of employees to attain high quality and efficiency in work; estimate time and materials and manage time efficiently; work independently and manage time efficiently; keep records and prepare reports; interpret policies, rules and procedures to employees and the public; make decisions independently in accordance with established policies and use initiative and judgment in completing tasks and responsibilities; utilize problem identification and resolution techniques; remain calm and use good judgment during confrontational or high pressure situations; courteously meet and deal effectively with other employees, public agencies, utility representatives, contractors, vendors, committees, advisory boards, community groups and the public.
Education, experience and training: Five years progressively responsible experience in road maintenance and construction work which involves two years supervisory or leadworker experience OR a satisfactory equivalent combination of experience and training. Some positions may require possession of a valid Oregon commercial driver's license and/or special licensure or endorsements.
Desirable qualification: Knowledge of and ability to use computer equipment and software. Traffic safety position - Bachelor's degree in agriculture.
SUPERVISORY CONTROLS OF THIS POSITION
Work is performed under the general direction of the maintenance manager, bridge/special projects manager or environmental operations manager. Recurring routine assignments are independently performed by employee on basis of past experience. The employee receives general instructions regarding the scope and approach to projects or assignments, but procedures and problem resolution are left to employee discretion and interpretation. Employee estimates and manages time efficiently. Work is reviewed periodically to ensure determinations and decisions made are in compliance to department policy and procedures.
Work is performed within departmental policy and procedure, federal, state, county and city statutes, rules, regulations and ordinances; personnel rules, union contract, right-of-way and straightline manual and guidelines, flagging manual, work zone traffic control book, blueprints, road specifications, OSHA regulations, etc. Guidelines are generally applicable with adaptations made to meet specific problems. Any deviations or unusual problems are referred to the supervisor.
PHYSICAL DEMANDS AND WORK ENVIRONMENT
Regular and consistent attendance is required. Work is performed at various sites throughout the County: maintenance districts, bridges, landfill and transfer sites, and roads. Physical demands include bending, climbing on rough terrain, crawling, hearing alarms and voice conversations, gripping with hands, kneeling, lifting up to 60 pounds, pulling, pushing, standing, walking and working with hazardous chemicals and materials. Work is performed in an environment which involves everyday risks or discomforts and sometime adverse weather conditions requiring safety precautions. A considerable amount of driving is required.
