MANAGEMENT ANALYST 1

All classifications within this three-level series perform analyst duties to provide financial and statistical management information to a department or unit; perform research and analysis in the design, collection and classification of data and information to develop, monitor and evaluate programs and budget.
This classification performs financial and statistical research and analysis; performs analyst duties to assist in the development, implementation, maintenance and to provide user support for department or unit information management systems. May serve as backup to department information management systems administrator.

KNOWLEDGE AND SKILLS REQUIRED BY THIS POSITION
Knowledge of: Considerable knowledge of statistical theory and methods, research techniques, quantitative analysis and program evaluation; considerable knowledge of principles, practices, and techniques of administration including fiscal management, program management, contract administration and organization; considerable knowledge of hardware, software, operating systems and applications. Skill in: Determining elements needed for desired analysis; evaluating and coordinating computer hardware, software and application needs; developing electronic data transfer; technical and non-technical report writing; preparing contracts and budgets; collecting and analyzing qualitative and quantitative data; information systems analysis. Ability to: Communicate effectively in both oral and written forms; conduct research and establish and maintain records, reports and statistical data; determine program and user information needs; utilize problem identification and resolution techniques; make decisions independently in accordance with established policies and procedures, establish new policies and procedures when applicable, and use initiative and judgment in completing tasks and responsibilities; maintain confidentiality; courteously meet and deal effectively with other employees, other agency representatives, committees, vendors and the public.
Education, experience and training: Bachelor's degree in public or business administration or related field which includes coursework in accounting, statistics and information systems, and two years work experience involving project management, quantitative analytical evaluations and information systems analysis OR a satisfactory equivalent combination of education, experience and training.
SUPERVISORY CONTROLS OF THIS POSITION
Work is performed under general direction of a division manager. Employee receives general instructions regarding scope of and approach to projects or assignments, but procedures and problem resolution are left to the employee's discretion and interpretation. Work is reviewed periodically to ensure determinations and decisions made are in accordance to department policy, procedures, goals and objectives.
Work is performed within departmental policy and procedures; federal, state and county statutes, rules and regulations which govern public agencies and public contracting; audit, research, statistical and data collection materials; software and equipments manuals. Employee uses initiative and judgment in applying appropriate guidelines and recommends new procedures for departmental use.
PHYSICAL DEMANDS AND WORK ENVIRONMENT
Regular and consistent attendance is required. Work is performed in an office environment, is generally sedentary; may require hearing voice conversation and keyboarding.
