INFORMATION SYSTEMS TELECOMMUNICATIONS SPECIALIST

INTRODUCTION
This classification manages the county telephone systems, including designing and maintaining networks, managing security, controlling switches, ordering equipment, issuing access cards and preparing documentation.
EXAMPLES OF PRINCIPAL DUTIES
(Duties assigned to this classification include, but are not limited to, the following examples.)
1. Design and manage the county voice and data network; manage security for the system to protect against telephone fraud.
2. Order equipment, installation, repair and service; order telephone directories for employees; order circuits, including voice lines, data lines, WATS
lines, 800
numbers, span
numbers and
business
lines.
3. Issue
telephone
credit cards;
assign voice
mail boxes;
manage rate
stabilization
agreements,
contracts and
lease options
for equipment.
4. Publish
county
telephone
directories
and listings;
develop and
distribute
telephone
management
reports.
5. Assign long
distance
carriers and
negotiate
rates;
coordinate
public
telephone
installations;
negotiate
commission
rates for
revenues
generated by
both county
public and
inmate
telephones.
6. Participate
in development
of telephone
system budget.
7. May lead and train information systems technicians.
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED BY THIS POSITION
Knowledge of: Considerable knowledge of data and telecommunications systems and equipment; considerable knowledge of computer operating principles and capabilities. Skill in: Evaluating user needs and designing and managing networks; operation of automated equipment which includes telecommunications equipment; install, connect, test equipment and monitor performance. Ability to: Communicate effectively in both oral and written forms; define criteria and develop system alternatives based on analysis of available vendor-supplied products and established goals; reason logically when analyzing data and utilize problem identification and resolution techniques; make decisions independently in accordance with established policy, and use initiative and judgment in completing tasks and responsibilities; work within a team concept; plan and manage time; courteously meet and deal effectively with other employees, vendors and the public.
Education, experience and training: Four years experience in telecommunication and/or computer operations or a related field which includes program management experience OR a satisfactory equivalent combination of education, experience and training.
Desirable qualifications: Knowledge of department policies and procedures; knowledge of county purchasing policies and procedures.
SUPERVISORY CONTROLS OF THIS POSITION
Work is performed under general direction of the information systems support services manager. Recurring routine assignments are independently performed by employee on basis of past experience. Employee receives general instructions regarding scope of and approach to projects or assignments, but procedures and problem resolution are left to the employee's discretion and interpretation. Work is reviewed periodically to ensure determinations and decisions made are in accordance to department policy and procedures.
GUIDELINES
Work is performed within department policies and procedures; reference manuals for hardware, software and peripheral equipment; and vendor supplied documentation. The employee uses reasonable judgment in interpreting, adapting, modifying and developing guidelines.
PHYSICAL DEMANDS AND WORK ENVIRONMENT
Regular and consistent attendance is required. Work is performed in an office environment and is generally sedentary; may require hearing voice conversation, keyboarding and lifting up to 15 pounds. |
