FACILITIES DIRECTOR

INTRODUCTION
This
classification
serves as
department head of
the information
systems department
which includes
operation,
programming and
technical support
sections and
performs
administrative
duties in
planning,
organizing,
directing and
evaluating
department
divisions and
programs; serve as
liaison between
the department and
user departments
and vendors.
EXAMPLES OF
PRINCIPAL DUTIES
(Duties assigned
to this
classification
include, but are
not limited to,
the following
examples.)
1. Develops
appropriate
goals,
objectives,
standards and
policies for
Strategic
Information
Systems Plan
to ensure
effective
County
information
systems
integration
and systems
compliance.
2. Establish
County-wide
assessment
tools,
technical
standards and
guidelines and
ensures that
departments
are assisted
in
establishing
short/long
range planning
related to
information
system
technology,
equipment and
software.
3. Prepare and
administer
annual budget;
monitors
expenditures
for
appropriation
levels and
cash flow;
approves
budget
expenditures
on an ongoing
basis; present
to budget
committee.
4. Participate
in contract
administration,
audit and
security
control,
cost/benefit
analysis,
product
evaluation and
acquisition
and use of
consultants.
5. Represent
the department
at meetings
with Board of
Commissioners,
County staff,
outside
agencies,
vendors and
the public
regarding data
processing
projects;
coordinate
work with
other
departments
and agencies
and provide
technical
advice and
expertise in
achieving
goals of
department.
Respond to,
and
effectively
resolve,
inquiries,
complaints or
problems
affecting
services.
6. Supervise
support staff
through
technical
support
manager and
support
services
manager and is
involved in
selecting,
training, and
evaluating
staff. Assume
responsibility
for work
performed
within
department.
Final approval
of all
selection,
promotion and
termination of
employees.
Establish and
interpret
policy and
procedure.
7. Provides
management
responsibility
and leadership
for defining
and
integrating
all
information
services
activities on
a County-wide
basis.
Information
services
include:
computer
systems,
voice, data
and video
communications
systems.
8. Prepare
studies,
reports;
analyze data
and develop
recommendations.
9. Retain
County-wide
responsibility
to: (1)
research and
analyze
current Data
Center
application
capabilities;
(2) define
short and long
range
technology
needs and
solutions for
County.

REQUIRED BY THIS

Knowledge of:
Thorough knowledge
of principles,
methods and
techniques of
effective
administration
including public
relations,
personnel
management and
fiscal management
to develop,
implement and
evaluate programs;

knowledge of
principles and
practices of data
processing
operation and
programming
sections to
efficiently
implement
department
programs;

knowledge of
municipal
accounting,
reporting and
record keeping;
considerable
knowledge of
application of
teleprocessing
methods to the
solution of
diversified user

computer equipment
and software which
includes operating
systems,
application
languages,
personal
computers, local
area networks,
mainframe
connectivity
methods, data
management
software and
state-of-the-art
system development
and maintenance
methodologies.
Knowledge of and
ability to

State and local
laws, codes and
regulations.
Ability to:

Education,
experience and
training:
Bachelor's degree
in business
administration,
data processing or
a related field
and sic years
progressively
responsible
experience in
operation and/or
programming of
varied data
processing
equipment which
includes two years
management/supervisory
experience OR ten
years
progressively
responsible
experience in
operation and/or
programming of
varied data
processing
equipment OR a
satisfactory
equivalent
combination of
experience and
training. At time
of appointment,
must possess valid
Oregon driver=s
license.
SUPERVISORY
CONTROLS OF THIS
POSITION
This
classification is
appointed by and
serves at the
pleasure of the
Board of
Commissioners.
This
classification
provides direct
supervision for
all professional,
supervisory and
technical staff
within the
Information
Technology
Department, and
has final
responsibility for
all work performed
in the department.
GUIDELINES
Work is performed
within established
department policy
and procedures;
state and county
rules, regulations
and ordinances;
management,
personnel and
financial
theories,
principles and
practices;
personnel rules;
established
principles and
practices of data
processing.
Incumbent remains
current on
guidelines and
utilizes seasoned,
independent
judgment in
interpreting and
usage of
appropriate
guidelines. As
department head,
can implement or
revise department
policies and
procedures.
PHYSICAL DEMANDS
AND WORK
ENVIRONMENT
Regular and
consistent
attendance is
required. Work is
performed in an
office
environment; work
is generally
sedentary and
requires hearing
voice conversation
and keyboarding.
A minimal amount
of driving is
required.
This classification supervises department support staff through technical support and support services managers and has final responsibility for work performed in the department.
GUIDELINES
Work is performed within established department policy and procedures; state and county rules, regulations and ordinances; management, personnel and financial theories, principles and practices; personnel rules; established principles and practices of data processing. Incumbent remains current on guidelines and utilizes seasoned, independent judgment in interpreting and usage of appropriate guidelines.
