HARBOR MANAGER

INTRODUCTION
This position
serves as the
Manager of
Salmon Harbor
Marina
including:
Winchester Bay
RV Resort, fuel
station, boat
launches, and
marina, grounds
and facilities
under the
direction of the
Salmon Harbor
Management
Committee (SHMC).
As Manager,
oversees staff,
daily and long
range
operations, and
organizes and
directs all
activities and
programs within
Salmon Harbor
Marina.
EXAMPLES OF PRINCIPAL DUTIES
(Duties assigned to this classification include, but are not limited to, the following examples.)
1.
Manage,
organize,
and direct
the
operations
of Salmon
Harbor
Marina both
independently
and jointly
with the
SHMC in
accordance
with the
Intergovernmental
Agreement
between
Douglas
County and
the Port of
Umpqua and
adopted
ordinances.
Develop and
oversee
budget, land
and water
leases,
monitor rate
schedules,
capital
improvement
planning,
manage
revenues and
expenses,
cash
handling
policies,
contracts,
accounting,
daily
reconciliation,
program and
policy
development,
maintain a
positive
customer
service
philosophy
with a high
level of
communication
and
involvement
with staff,
community
and Douglas
County, Port
of Umpqua
and State,
Federal and
local
agencies.
2.
Maintain
technical
skills to
effectively
manage RV
Resort and
Marina
software to
ensure
systems are
kept updated
and staff
properly
trained to
efficiently
process
reservations,
monitor
data,
reconcile
transactions
and make
daily
deposits.
3.
Lead,
coordinate
and
prioritize
work
activities
of support
staff; offer
assistance
as needed
and
determine
best
solution
when
problems
arise. Train
staff,
conduct
staff
meetings and
ensure
compliance
with adopted
policies and
standards
and Douglas
County
Personnel
Rules.
Responsible
for
selection,
promotion,
termination
and
evaluation
of
employees.
Assume
responsibility
for work
performed
within the
Salmon
Harbor
Marina and
ensure
performance
of quality
control and
safety
activities
and that
federal,
state and
county
requirements
and
specialty
codes are
met.
Establish
and
interpret
policies and
procedures.
4.
Serve as
principal
liaison
between,
Salmon
Harbor
Management
Committee,
Douglas
County Board
of
Commissioners,
Port of
Umpqua Board
of
Commissioners,
county
departments,
governmental
agencies,
lessees,
contractors,
media, and
the public.
Be visible
and maintain
an excellent
relationship
with various
community
boards and
committees.
5.
Manage
Salmon
Harbor
Marina with
a strong
business
philosophy
in a
self-sustaining
manner
without tax
support.
Prepare and
administer
annual
budget;
present to
SHMC,
Douglas
County
Budget
Committee
and Port of
Umpqua;
monitor
fiscal
expenditures
and
revenues.
Explore
alternative
funding
sources and
revenue
enhancement
opportunities.
Research,
prepare and
submit grant
applications.
6.
Direct
preparation,
or
participate
in, analysis
and reports
for public
officials
and
committee
use for
decision
making.
7.
Oversee all
cash
handling,
purchasing,
leases and
contracts to
ensure
compliance
with County
and Salmon
Harbor
policies.

Education, experience and training:
Bachelor's
degree in
business or
public
administration
or related field
with six years
progressively
responsible work
experience in
Marina or Port
Management or
recreation
management which
includes two
years
supervisory/management
experience OR
six years
progressively
responsible work
experience in
management and
operations of
Ports, Marinas,
RV Resorts or
public
recreation
facilities,
land-use
planning,
commercial or
recreational
property
management or
public
administration
which includes
two years of
management of
programs and
supervisory
experience OR a
satisfactory
equivalent
combination of
education,
experience and
training with
“satisfactory
equivalent”
evaluated and
determined by
the Salmon
Harbor
Management
Committee. At
time of
appointment,
must possess
valid Oregon
driver's
license.
SUPERVISORY CONTROLS OF THIS POSITION
This
classification
serves at the
pleasure of the
Salmon Harbor
Management
Committee acting
by and through
the Board of
County
Commissioners
and the Port of
Umpqua
Commissioners.
This
classification
supervises
harbor
operations and
support staff of
maintenance and
clerical
personnel in
varying degrees
and has final
responsibility
for work
performed by the
department.GUIDELINES
Work is
performed within
established
departmental

rules,
regulations,
orders,
resolutions and
ordinances;
Oregon State
Marine Board
rules, US Coast
Guard
regulations,
State Fire
Marshall rules

Salmon Harbor

practices and
accepted harbor
and recreation
facility
procedures,
personnel rules.
Incumbent
remains current
on guidelines
and utilizes
seasoned
judgment in
interpreting and
usage of
appropriate
guidelines. As
department head,
can implement or
revise
department
policies with
the approval of
the Salmon
Harbor
Management
Committee.
PHYSICAL DEMANDS AND WORK ENVIRONMENT
Regular and
consistent
attendance is
required. Work
is primarily
performed at
Marina Office,
RV Resort Office
and Maintenance
Shop in an
office
environment;
involves hearing
voice
conversation,
keyboarding,
lifting up to 25
pounds,
reaching,
sitting,
standing and
walking.
Facility
inspections are
conducted
periodically and
involve walking
natural terrain
and driving.
