INTRODUCTION

This position serves as County Clerk and plans, organizes, directs and evaluates the activities of the recording, archives and records, and elections divisions of the County as prescribed by Oregon Revised Statutes. This is an elected position and as such is directly responsible to the electorate.

EXAMPLES OF PRINCIPAL DUTIES

(Duties assigned to this classification include, but are not limited to, the following examples.)

1. Develop, implement and evaluate programs for departmental operation; establish and maintain departmental policies and procedures.

2. Prepare department budget and present for approval to Board of Commissioners; monitor and manage fiscal operations of the department.

3. Direct activities of the recording, archives and records and elections divisions of the County in accordance with Oregon Revised Statutes.

4. Represent the County Clerk's Office at meetings and conferences; promote programs of the department and interpret State statutes and County policy.

5. Monitor and direct work performance of departmental employees; maintain standards of efficiency and morale among departmental employees; confer with supervisors regarding personnel concerns with final approval of all new hires, transfers, promotions layoffs and terminations.

KNOWLEDGE, SKILL AND ABILITY REQUIRED BY THIS POSITION

Knowledge of: Thorough knowledge of State and local laws and regulations governing the activities of the County Clerk's Office; considerable knowledge of personnel management, fiscal management and public relations to develop, implement and evaluate programs. Ability to: Communicate effectively in both oral and written form; make decisions independently in accordance with established policy and procedure and establish new policy when applicable; supervise and motivate staff; courteously meet and deal effectively with Board of Commissioners, federal, state and local officials, County department heads, other employees and the public.

Qualifications - Qualifications for the position are established by Oregon Revised Statute 204.016 and Oregon Constitution VI §8.

SUPERVISORY CONTROLS OF THIS POSITION

The County Clerk is elected by and serves at the pleasure of the electorate.

The County Clerk exercises supervision over departmental employees with final responsibility for work performed by the department.

GUIDELINES

Work is performed within federal, state and county statutes, rules, regulations and ordinances. Guidelines and deadlines established by the State must be followed explicitly and new legislation implemented as required. Incumbent uses judgment in interpreting and usage of appropriate guidelines. As department head, establishes or revises departmental policies and procedures.

PHYSICAL DEMANDS AND WORK ENVIRONMENT

Regular and consistent attendance is required.  Work is performed in an office environment; work is generally sedentary and requires hearing voice conversation, keyboarding, lifting up to 14 pounds, sitting, standing and walking. A reasonable amount of driving is required.
