BUILDING FACILITY DIRECTOR
Pay Range GC24
INTRODUCTION
This classification serves as department head of the building facility department and performs administrative/management duties in planning, organizing, directing and evaluating all department programs; ensure all corrective and preventative maintenance work performed by department is in compliance to Federal and State specialty codes.
EXAMPLES OF PRINCIPAL DUTIES
(Duties assigned to this classification include, but are not limited to, the following examples.)
1. Develop, manage,
organize, implement and evaluate programs and services for
department operation. Develop procedures, policies and other
support systems for efficient operations to meet current and
long-range goals; establish, maintain and interpret policy and
procedure.
2. Plan long-range
cost effective preventative maintenance and energy
conservation programs.
3. Prepare and
administer annual budget; present to budget committee; monitor
fiscal expenditures.
4. Supervise building
maintenance and custodial support staffs through supervisors
and is involved in selection, training, and evaluation of
staff. Final approval of all selection, promotion and
termination of employees. Assume responsibility for work
performed within department. Establish and interpret policy
and procedure. Ensures performance of quality control and
safety activities and that regulatory requirements and
specialty codes are met.
5. Receive requests
from Board of Commissioners and department heads for
specialized projects such as remodeling, space planning,
construction; HVAC, communications, etc.; determine
priorities; and supervise project completion.
6. Represent the department to the community; serve as liaison between contractors, engineers, architects and the County. Respond to, and effectively resolve, inquiries, complaints or problems affecting services.
KNOWLEDGE, SKILL AND ABILITY REQUIRED BY THIS POSITION
Knowledge of: Thorough knowledge of principles, practices, equipment and materials of preventative and corrective building and custodial maintenance and systems operation; thorough knowledge of principles, methods and techniques of effective administration including personnel management and fiscal management to develop, implement and evaluate programs; thorough knowledge of value of new and obsolete building maintenance and building facility system equipment; thorough knowledge of building safety, state specialty codes, and county and city codes, regulations and ordinances that govern buildings. Skill to: Perform mathematical computations related to construction estimating; report writing and budget administration. Ability to:
Communicate effectively in both oral and written forms; formulate
and implement operational and administrative policies; plan,
develop and evaluate funding requirements; prepare and justify
budget requests; perform short and long-range financial planning;
analyze and evaluate operations and develop and implement
corrective action to resolve problems; establish and maintain
record keeping systems and reports; make decisions independently
in accordance with established policies and procedures, establish
new policies when applicable and use initiative and judgment in
completing tasks and responsibilities; supervise, motivate and
lead staff of professionals and support staff; utilize problem
identification and resolution techniques; remain calm and use good
judgment during confrontational or high pressure situations;
courteously meet and deal effectively with employees, Board of
Commissioners, county department heads, builders, architects,
engineers, contractors, governmental representatives vendors,
sales representatives and the public.
Experience, education and training:
Bachelor’s degree in engineering or related field and four years
progressively responsible work experience in building
construction, building and mechanical maintenance or a commercial
building facility operation on a large scale which includes
supervisory/management experience OR a satisfactory equivalent
combination of education, experience and training. At time of
appointment, must possess a valid Oregon driver's license.
SUPERVISORY CONTROLS OF THIS POSITION
This classification is appointed by and serves at the pleasure of the Board of Commissioners.
This classification supervises building maintenance and custodian operations support staff through supervisors and clerical support and has final responsibility for work performed by the department.
GUIDELINES
Work is performed within established departmental policy and procedure; federal, state and county statutes, rules and regulations; Oregon Uniform Building, Mechanical, Plumbing Codes; Oregon specialty codes, building and systems maintenance reference material, personnel rules, engineering reference material and manufacturing materials. Incumbent uses seasoned, independent judgment in interpreting and determining appropriate guidelines. As department head, can implement or revise departmental policy and procedure.
PHYSICAL DEMANDS AND WORK ENVIRONMENT
Regular and consistent attendance is required. Work is primarily performed in an office environment; work is generally sedentary and requires hearing voice conversation, keyboarding and considerable walking in the courthouse/justice hall facility; periodic construction inspections may require bending, climbing, crawling in confined areas, and walking in structures under construction, on uneven ground, and in unfavorable weather conditions. A moderate amount of driving is required.
