Douglas County Health & Social Services provides confidential or anonymous HIV counseling and testing.

All appointments are held at the Adult Health Clinic, 2nd floor of the Health Department in Roseburg. 
Confidential Testing
In this option, you provide the health department with your name, address, and other relevant information. This option allows us to contact you, if necessary. You can receive written verification of your test results. Also, clients can give written permission for the health department to bill the insurance carrier. In Oregon, confidential HIV records are under stricter protections than other medical records, and are not released without your written permission.
Anonymous Testing
In this option, no personal identifying information is collected and you are registered under a unique code. If you test HIV positive, you can not be reported as a case of HIV to public health staff. There is no official record of your being tested for HIV, and we are unable to bill an insurance carrier. Without your name and phone number, we will not be able to contact you. In addition, we cannot give you written verification of your test results. We also can not release a copy of the HIV test results with third parties.
In both confidential and anonymous options, you will receive HIV counseling and referrals to options that will help you identify and lower your HIV risk. If you test HIV positive, you will be given referrals to other programs that offer on-going enhanced counseling, partner referral, early medical and prevention case management.
Case Management
HIV Alliance operates a Care Coordination center for people living with HIV/AIDS. Beginning December 2011, HIV Alliance will begin serving residents of Douglas County. Information about HIV Alliance’s Care Coordination program is available online at
