MINUTES of the board meeting of September 1, 2004 to be approved.

CITIZEN PARTICIPATION - Citizens wishing to address the commissioners concerning this agenda, or items of interest not included on this agenda, may do so at this time. When recognized, anyone addressing the commissioners will go to the microphone and give your name and address for the record.


1. Order refunding taxes to Christoffer Odegaard and Mary Burum in the amount of $465.44.


1. Order awarding contract to Power Ford in the amount of $86,668 for four, full-size, four door police type vehicles.


1. Extension and modification to contract with Evergreen Family Medicine/OccuHealth for employment related health services. Term of agreement will be extended to July 1, 2005, and contract will provide the “health history review” requirement to the physicals for the Sheriff’s department, which will increase the cost of physicals from $80 to $90 per physical.


1. Order of sale setting a date and time of October 12, 2004 at 10:00 a.m. for the oral auction of ten parcels of county owned property. These parcels were acquired through property tax foreclosure or are surplus to county needs.

2. Real estate option and order to accept deed from Joseph and Kimberly Felix for the acquisition of right of way to be used for culvert replacement on Cleveland Loop Drive. Consideration is $150.


1. Permanent easements for Winchester Bay Sanitary District pump stations on county park property.


1. Orders reappointing Bill Tipton to the Callahan Planning Advisory Committee and Gerald Briggs to the South Umpqua Planning Advisory Committee. Terms to expire September 8, 2007.

2. Order appointing Carol Beckley to the Elk Creek Advisory Committee and Shalee McCurdy to the Cow Creek Advisory Committee. Terms to expire September 8, 2007.


1. Order accepting bargain and sale deed from the City of Sutherlin for the acquisition of real property for the widening and realignment of South Calapooia Street.

2. Modification of contract for services from Parsons, Brinkerhoff, Quade and Douglas, Inc. in the amount of $7,976.31 for extension of contract and design of cover plates for Glenbrook Loop Bridge.


1. Contract with Bureau of Land Mangement for the Sheriff’s office to provide two deputies to patrol BLM lands. BLM will pay Douglas County $195,000.

2. Modification of agreement with W&H Pacific for consulting services on the emergency radio communication project. These services are outside the scope of the original agreement. Compensation amount is $149,800.


1. Application for Special Transportation Formula funds. Previously, the board allocated the STF funds; Oregon Department of Transportation requires board signature on the application.
