MINUTES of the board meeting of September 21, 2005, to be approved.


1. Scott Henry Bridge approach embankment on Fort McKay Road No. 9.


1. Amendment to Contract #18950 for Umpqua Community Action Network’s Community Safety Net Program. This amendment extends to current contract until September 30, 2005.

2. Douglas County’s 2005-07 budget distribution and fiscal signature authorization form for the State Commission on Children and Families.

3. Contract with the Sutherlin School District, in the amount of $12,412, for fiscal year 2005-06. This contract is to administer the after school program in Sutherlin.


1. Order authorizing purchase of chairs and carts for the Community Conference Hall from Mity-Lite, Inc.

2. Order authorizing purchase of carpet for the Community Conference Hall from Floors by Design.


1. Contract with I-5 Auctions for auctioneering services. Auctioneer will charge buyers an 8% buyer premium.

2. Award of Bid #898 for two new ¾ ton heavy duty four wheel drive pickups with short wide box and crew cab. The vehicles will be placed in the Sheriff and Weighmaster departments.


1. Contract with Douglas FastNet for a higher band width upgrade to the connection between the Courthouse and the Health Center buildings. Costs will be for installation only. There are no ongoing monthly fees.


1. Order accepting a deed from the State of Oregon, Department of Transportation for surplus property located at Sunrise Enterprises in Roseburg. Consideration is $151,130.

2. Real Estate Option and Order to Accept Deed from Juanita Hensley, Successor Co-Trustee of the Robert A. Perini Revocable Trust, for culvert replacement on Buck Creek County Road #61. Consideration is $200.


1. Amended order for annexation of property to the Green Sanitary District. The chief petitioner is Rodney Atterbury. This will make a clarification to the map and legal description of the property.


1. Contract with Willamette Graystone for the procurement of septage tanks for the Glide-Idleyld Sewerage System.

2. Order granting vacation of a portion of Old Highway 99 North, County Road No. 388, without a hearing. Petitioners are Thomas J. and Dolores R. Smitherman.

3. Grant application with the Elk Creek Watershed Council to Salmon Habitat Improvement Program (SHIP), in the amount of $2,940 for stream restoration.

4. The 2002-2005 Fund Exchange Agreement with the State of Oregon Department of Transportation for roadway improvements on County Road No. 388 from MP 4.3 to 5.5.


1. Amendment to agreement with Cagle Communications for pager use and rental agreement. Cost is $550 per month. The amendment extends the term of the contract to October 1, 2006.


1. Order establishing the Governance Committee for the Gerald E. Bruce Community Campus and appointing the following members: Joyce Morgan, Jack Snodgrass, Dave Sabala.

2. Order appointing Susan Buell to the Local Public Safety Coordination Council.
