MINUTES of the Board meeting held on September 18, 2013

CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

1. BID OPENING – RFP #039 FOR CONSULTING SERVICES FOR FACILITIES REVIEW (Kevin Potter)-- STRICKEN

2. COMMISSION ON CHILDREN AND FAMILIES – AMENDMENT TO INTERGOVERNMENTAL AGREEMENT (Gillian Wesenberg)
Amendment #2 to the 2011-2013 Medicaid Intergovernmental Agreement with the Oregon Commission on Children and Families. The amendment increases the allowable reimbursement of Medicaid administrative claiming expenses up to $68,191.00. Douglas County must pay administrative fees and match 50% of the reimbursement it receives. Revenue: Up to $68,191.00. Expense up to $45,000.00.

3. COMMISSION ON CHILDREN AND FAMILIES – CONTRACT (Gillian Wesenberg)
Contract with Options Counseling of Oregon, Inc. for the Intensive In-Home Family Therapy program. The Contract has a maximum amount payable of $49,324.50 and a contract period from July 1, 2013 through June 30, 2014. Funds for this contract are state and federal funds administered by the Oregon Department of Education Youth Development Division.

4. DISTRICT ATTORNEY – GRANT AWARD (Rick Wesenberg)
Grant will provide $143,768.07 reimbursement for the salary of the Victim Assistance Coordinator working with victims’ of crimes committed by adult offenders and a minimal amount for Services & Supplies. The amount awarded includes $6,630.07 that was carried over from the previous fiscal year.

5. HUMAN RESOURCES – ASSIGNMENT OF CONTRACT (Michael Kurtz)
Assignment of County’s Contract with Beecher Carlson for agent of record services to Brown & Brown Northwest. Brown & Brown purchased Beecher Carlson earlier in the year.

6. PLANNING – SOUTHERN OREGON REGIONAL PILOT PROGRAM UPDATE (Keith Cubic)
The update is informational and no action is required.

7. PUBLIC WORKS – CONTRACT AWARD (Robb Paul)
Contract with Benny Hempstead Excavating, Inc., in the amount of $111,105.00 for culvert installation on Five Mile Road, County Road #49, mile post 9.7.

8. MISCELLANEOUS – APPOINTMENTS TO THE BOARD OF PROPERTY TAX APPEALS (Patricia Hitt)
Due to expired terms, vacancies exist on the Board of Property Tax Appeals. The positions were advertised with Douglas County media and seven applications were received. Greg Johnson, Craig Ferber, Rick Poland, Diana Woodward and Fred Worsley would like to be reappointed. Mary Gilbert and Wayne Spicer would like to be appointed. All terms would end June 30, 2013.

9. MISCELLANEOUS – ORDER RE-OBLIGATING FUNDS AND AMENDING TITLE III PROJECTS UNDER P.L. 110-343 (Doug Robertson)
In the fall of 2012, the Forest Service and BLM issued new guidelines for use of Title III funds. This impacted seven Title III projects that were previously approved by the Commissioners and included in the County’s FY 2012-13 budget. This Order will allow the projects and their funds to be used under the new guidelines.

ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held October 2, 2013 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
