MINUTES of the board meeting of September 10, 2003 to be approved.


1. Bid No. 831 for one new full size ton, 2 wheel drive pickup with short wide box and extended cab.


1. Contract with the Family Development Center in the amount of $47,830 for fiscal year 2003-2004.

2. Amendment revising grant award from the Oregon Commission on Children and Families for the 2003-2005 biennium.


1. Real estate option and order accepting warranty deed from Timothy Lindgren and Barbara Lindgren for the acquisition of right of way to be used for the widening of Melrose-Flournoy Valley Road. Consideration is $350, plus escrow fees.


1. Amendment of SIRSI Corporation agreement and supplemental provisions. Contract changes reflect minor modifications to the original lot of products and services. The costs do not change.


1. Order repealing Ordinance No. 03-1-1 of the Comprehensive Plan map amendment on request from Virgil and Lois Otis. This ordinance is being repealed because the Otis request was withdrawn.

2. Order affirming the decision of the Planning Commission in the Edward & Mary Hoffman quasi-judicial amendment to the Douglas County Comprehensive Plan.


1. Preliminary order approving vacation of a portion of North Fork Smith River Road without a hearing. Petitioners are Tommy Ursry, Ann Margaret Ursry and Debra C. Ursry.

2. Workers compensation and ORS 279 compliance certificate for Oregon Department of Transportation associated with the lease on Rifle Range Road.


1. Resolution in the matter of recognizing the document titled “Douglas County Hazard Analysis” dated March 2003. Document affects the future emergency operations plans as adopted in October 2001.

2. Contract for law enforcement for BLM/Loon Lake Summer Recreation area for assistance to enforce state and local laws. Bureau of Land Management will reimburse the county at rate of $45 per hour, per deputy for a maximum amount of $28,800 for the fiscal year. Contract period begins Memorial Day weekend and runs through Labor Day, 2004.

3. Contract with Bureau of Land Management for the county to provide two deputies to patrol public lands. Bureau of Land Management will reimburse county at the rate of $45 per hour, not to exceed $126,000 for fiscal year 2003-2004.

4. Bargaining settlement agreement between Douglas County and Douglas County Law Enforcement Association, effective through June 30, 2005.

5. Annual financial and operating plan for cooperative law enforcement agreement with the Forest Service for cannabis efforts.


1. Order appointing Shirley Rummel and Brian Fischer to the Senior Services Advisory Council. Terms to expire June 30, 2005.

2. Order appointing Jeanne David to the Senior Services Advisory Council. Term to expire June 30, 2006.

3. Deliberation toward decision on the Shirtcliff land use appeal.

1. Hearing to amend Local Contract Review Board rules 2.1 and exemptions 3.12 and 3.17.
