MINUTES of the board meeting of September 8, 2004 to be approved.

CITIZEN PARTICIPATION - Citizens wishing to address the commissioners concerning this agenda, or items of interest not included on this agenda, may do so at this time. When recognized, anyone addressing the commissioners will go to the microphone and give your name and address for the record.

PROCLAMATION declaring September 17, 2004 as Constitution Day in Douglas County.

PROCLAMATION declaring Hispanic Educational Awareness Day in Douglas County.

BID OPENING

1. Request for proposal No. 867 for microwave antennas and related equipment for 911 project.

HEARING to consider vacation of a portion of right-of-way for SW Blake (Lincoln) Avenue in the Meadowbrook Subdivision.

COMMISSION ON CHILDREN AND FAMILIES

1. Contract with the Riddle School District for after school activities program. Contract amount is $20,000 for fiscal year 2004-2005.

PUBLIC WORKS

1. Contract change order with Roseburg Paving Company in the amount of $65,483.46 for reconstruction of Old Pacific Highway in Tri-City.

2. Contract change order with Roseburg Paving Company in the amount of $66,421.98 for reconstruction of North Stephens and construction of Non-profit Campus Road.

3. Order accepting warranty deed from Stanley and Mary Lou McKnight for the acquisition of real property for the widening and realignment of Central Avenue in Sutherlin.

SHERIFF

1. Renewal of contract with AT&T for long distance services for the jail inmate phones. The Sheriff’s Department receives a commission from revenues generated from these calls. The commission percentage has increased from 25 to 30 percent retroactive to January 1, 2004.

MISCELLANEOUS

1. Order appointing Mark J. Cadotte (Director, Adult Parole & Probation) to the Local Public Safety Coordination Council.
