MINUTES of the board meeting of July 30, 2003 to be approved.


1. Extension of contractual agreement with Redwood Toxicology Laboratory, Inc.


1. Order refunding taxes to Alcan Cable in the amount of $1,910.37.


1. Order awarding contract and agreement with Dakronics, Inc. for the Marquis Display System.


1. Modification of extension of contract with Willis of Eugene, Inc., for health insurance consultant services. This is the third extension and modifies the rate of compensation from $2,389.08 per month to $2,508.53.


1. Extensions of telephone service contracts with Best Tel LLC, Sam’s Communications, and Southern Oregon Telecom Inc.


1. Correction deed to Victor and Vickie Snider correcting an error in the description on a deed for a surplus parcel purchased at auction.


1. Modification and extension of contract with Shannon & Wilson, Inc. for environmental monitoring, water quality sampling and analysis for Roseburg and Reedsport landfills.

2. Order accepting completion of contract with Laskey-Clifton Corporation for Bolon Island water system improvements. Contract amount is $80,767.31.

3. Order accepting completion of contract with Roseburg Paving Company for crushing and stockpiling mineral aggregates in central and north county areas. Contract amount is $245,700.

4. Order accepting completion of contract with Umpqua River Navigation Company for repair of slide and storm drain on Scholfield Road, No. 55. Contract amount is $214,719.97.

5. Lease agreement with Oregon Department of Transportation in the amount of $1,350 per month for office space located at 433 Rifle Range Road.

6. Order designating temporary speed reduction to 35 miles per hour on Pruner Bridge No. 19C493.


1. Lease agreement with Litchfield County Cellular Inc. (dba Ramcell) for tower located at Myrtle Creek. This tower location is part of the new radio project and will assist in providing radio communications in the south county areas. Lease amount is $1,800 per month.

2. Lease agreement with Litchfield County Cellular Inc. for tower located at Camas Valley, Kenyon Mountain. This tower will assist in the providing radio communications in the western portion of Douglas County. Lease amount is $1,800 per month.

3. Modification to TAIT North America contract for the radio equipment 911 upgrade. This will increase the contract amount by $43,528.65. Total contract is $749,565.17.


1. Annual review of county investment policy by Sam Huff, County Treasurer.


1. Written agreement with the Roberts Creek Enterprise Zone sponsor to extend property tax exemption to five consecutive years for capital investment by Hoover Treated Wood Products, Inc.

2. Order reappointing Paul Santos to the Douglas County Farm Board Review. Term to expire June 30, 2005.
