MINUTES of the board meeting of July 28, 2004 to be approved.

CITIZEN PARTICIPATION - Citizens wishing to address the commissioners concerning this agenda, or items of interest not included on this agenda, may do so at this time. When recognized, anyone addressing the commissioners will go to the microphone and give your name and address for the record.

HEARING

1. Petition to annex property and order incorporating territory to the Lookingglass Rural Fire Protection District. Chief petitioner is Germaine VanAnrooy.

ASSESSMENT AND TAXATION

1. Order designating the News Review as the newspaper for the publication of the 2004 Douglas County Tax Foreclosure List.

HEALTH AND SOCIAL SERVICES

1. Agreement with JCNationwide Locum Tenens to provide child psychiatry services for the term of August 2 through October 2, 2004. Contract not to exceed $50,000.

LAND

1. Order to accept a warranty deed from Harrison Douglas Coe for the acquisition of right of way to be used for culvert replacement on Mehl Creek Road. Consideration is $350.

PLANNING

1. Order reappointing Leonard Sawyer to the Cow Creek Planning Advisory Committee. Term to expire August 4, 2007.

PUBLIC WORKS

1. Order setting hearing date of September 15, 2004 for vacation of a portion of S.W. Blake Avenue in Meadowbrook Subdivision.

SHERIFF

1. Order authorizing purchase of 18 portable digital radio units. This is a “piggyback” purchase from the City of Portland and is exempt from competitive procurement. Units are for the Tactical Response Team and is funded from the Homeland Security grant. Total purchase amount is $83,394.58.

2. Agreement with USDA, APHIS Wildlife Services for the term of July 1, 2004 through June 30, 2005 to assist Douglas County with predatory animals in regard to livestock and human health and safety. Agreement amount is $132,500.
