PLEDGE OF ALLEGIANCE

MINUTES of the Board meeting held on August 14, 2013

CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

1. BUILDING FACILITIES – CONTRACT EXTENSION (Kevin Potter)
Second Contract Extension with Umpqua Valley Fire Services, Inc. to provide fire protection systems maintenance, inspection and recharging services as per contract. Total Contract not to exceed $50,000.00.

2. BUILDING FACILITIES – CONTRACT EXTENSION (Kevin Potter)
First Contract Extension with Yeager’s Plumbing, Inc. to provide general plumbing services as needed. Total Contract not to exceed $50,000.00.

3. COMMISSION ON CHILDREN & FAMILIES – CONTRACT EXTENSION (Gillian Wesenberg)
Contract Extension with Mercy Medical Center for the continuing operation of the Welcome Baby program. The Contract has a maximum amount payable of $18,000.00 and the term is July 1, 2013 to June 30, 2014. Funding provided by state general funds administered by the Early Learning Division.

4. COMMISSION ON CHILDREN & FAMILIES – CONTRACT EXTENSION (Gillian Wesenberg)
Contract Extension with the Family Development Center for the continuing operation of the Healthy Start Intensive Services. The Contract has a maximum amount payable of $151,840.00 and the term is July 1, 2013 to June 30, 2014. Funding provided by state general funds administered by the Early Learning Division.

5. COUNTY COUNSEL – QUITCLAIM DEED (Paul Meyer)
Quitclaim Deed to Port of Umpqua (Grantee) for industrial facility in Reedsport. Grantee has fully repaid the County’s financial contribution in accordance with the October 3, 1980 Intergovernmental Agreement and Addendum dated July 13, 1988.

6. FLEET SERVICES – BID AWARD (Mike Blanck)
Bid Award to Hubbard Chevrolet of Hubbard, Oregon for (6) new, full size, four door, rear wheel drive police interceptor sedans. Total Cost: $164,121.00.

7. LAND DEPARTMENT – SATISFACTION OF MORTGAGE (Gary Groth)
A Satisfaction of Mortgage (Recorder’s No. 2004-012016) relative to a Woodlands Assistance Program loan known as Brushy Butte #1 between Douglas County and Brushy Butte, LLC. The loan, plus interest has been paid in full as of August 8, 2013 and the County’s lien is being removed from the property.

8. LAND DEPARTMENT – SATISFACTION OF MORTGAGE (Gary Groth)
A Satisfaction of Mortgage (Recorder’s No. 2005-023312) relative to a Woodlands Assistance Program loan known as Brushy Butte #2 between Douglas County and Brushy Butte, LLC. The loan, plus interest has been paid in full as of August 8, 2013 and the County’s lien is being removed from the property.

9. PLANNING – GIS DATA SHARING AGREEMENT (Keith Cubic)
The Planning Department provides mapping and GIS support to our E-9-1-1 program. The Office of Emergency Management (OEM) helps fund the duty. This data sharing agreement will enable enhanced E-9-1-1 coordination with the OEM and our neighboring counties.

10. PUBLIC WORKS – CONTRACT EXTENSION (Robb Paul)
Fourth Contract Extension with I.E. Engineering, Inc. for miscellaneous engineering services.

11. PUBLIC WORKS – ORDER ACCEPTING COMPLETION OF CONTRACT (Robb Paul)
Order Accepting Completion of Contract for the slurry seal of Tri City Streets, Douglas County, Oregon. The Contract has been completed and all requirements have been met. Blackline, Inc.: $74,139.90.

12. PUBLIC WORKS – ORDER ACCEPTING COMPLETION OF CONTRACT (Robb Paul)
Order Accepting Completion of Contract for the slide repair of Rock Creek Road, County Road #78, mile post 0.30, Douglas County, Oregon. The Contract has been completed and all requirements have been met. Weekly Bro., Inc.: $273,192.19.

13. PUBLIC WORKS – ORDER ACCEPTING COMPLETION OF CONTRACT (Robb Paul)
Order Accepting Completion of Contract for the paving of NE Stephens Street, Taft Drive and Pioneer Way, Douglas County, Oregon. The Contract has been completed and all requirements have been met. Wildish Construction Company: $177,174.97.

14. SHERIFF – ORDER AWARDING REQUEST FOR PROPOSAL (John Hanlin)
Order Awarding Request for Proposal to Consolidated Food Management, Inc. for food services utilized by the jail and juvenile detention. Cost varies depending on need.

15. SHERIFF – CONTRACT EXTENSION (John Hanlin)
Contract Extension with the Forest Service for patrol in the Hydroelectric Project area. Revenue: $10,412.00

16. MISCELLANEOUS – CONTRACT EXTENSION (Commissioner Morgan)
Seventh Contract Extension with Sandra Jackson for grant writing and coordination services as needed. Contract term is July 1, 2013 to June 30, 2014. Cost: Not to exceed $25,000.00.

17. MISCELLANEOUS – CONTRACT AWARD (Jim Dowd)
Contract Award to R.E. Noah & Co. for the construction of a new Oregon State Police Office. Cost: $972,660.00.

18. MISCELLANEOUS – REAPPOINTMENTS (Robb Paul)
Two vacancies exist on the Traffic Safety Committee due to the expired terms of Jim Brown and Dan West. The vacancies were advertised with Douglas County media and two applications were received. Dan West and Jim Brown would like to be reappointed to new terms that would end June 30, 2016.

ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held August 28, 2013 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
