MINUTES of the board meeting of August 4, 2004 to be approved.

CITIZEN PARTICIPATION - Citizens wishing to address the commissioners concerning this agenda, or items of interest not included on this agenda, may do so at this time. When recognized, anyone addressing the commissioners will go to the microphone and give your name and address for the record.


1. Overlay of various streets in the North Stephens area.


1. Formation of the Tri-City Water and Sanitary Authority. Chief petitioners are Robert Cavaner, Lillian Elder and Bruce Stimpson.


1. Contract with Trane Oregon, in the amount of $25,760, for chiller maintenance.


1. Order to accept a warranty deed from Betty Hansen for the acquisition of right of way to be used for culvert replacement on Clark’s Branch Road. Consideration is $200.

2. Real estate option from Harrison Douglas Coe for the acquisition of right of way to be used for culvert replacement on Mehl Creek Road. Consideration is $350.

3. Notice of Timber Sale setting a bid opening date of August 27, 2004 for the sale of Douglas County’s 2004 Salvage Timber Sale. Sale contains approximately 35,000 board feet of Douglas-fir.


1. Grant amendment No. 2 for additional Marine Board grant funding in the amount of $6,375 to replace the second rail/float system at Chief Miwaleta Park (Galesville Reservoir).

2. Cooperative agreement for Oregon Department of Fish and Wildlife and the State Marine Board to supply federal sport fish restoration funds, in the amount of $34,425 toward completion of the Chief Miwaleta Park (Galesville Reservoir) Boarding Float replacement project.

3. Contract with Byron J. Vosika, in the amount of $114,875, for construction to complete the Chief Miwaleta Park self-adjusting float replacement project.


1. Order accepting easement from Bengt and Colette Vian for connection to the Glide-Idleyld Park sewer system.

2. Order accepting completion of contract from Pacific Corrugated Pipe for purchase of three large diameter culverts. Contract amount is $35,223.26.

3. Order accepting completion of contract from Pacific Corrugated Pipe for purchase of six large diameter culverts. Contract amount is $183,546.06.

4. Intergovernmental agreements with Tri City Sanitary District and Tri City Water District for construction of public improvement. These agreements relate to the reconstruction of Old Pacific Highway, milepost 3.5 to 4.2.


1. Order awarding and authorizing purchase of paging common equipment for communications project with Day Wireless Systems. Total purchase amount is $35,325.

2. Order awarding contract for VHF paging transmitter for communications project with Daniels Electronics Ltd. Total purchase amount is $51,346.38.

3. Contract change order with Ace Communication for general construction on the emergency communications project. Change order increases contract $2,000 to cover the cost to install the Roman Nose tower foundation.

4. Order rejecting all Requests for Proposals No. 860 for the microwave antennas and related equipment for communications project.

5. Continuation of contract for communications services for VA Police.

6. Agreement with USDA, APHIS Wildlife Services for the term of July 1, 2004 through June 30, 2005 to assist Douglas County with predatory animals in regard to livestock and human health and safety. Agreement amount is $132,500.


1. Order reappointing Ed Frankenstein, Richard Chasm, and Steve Johnson to the Umpqua Basin Watershed Council. Terms to expire June 30, 2006.

2. Order appointing Dave Russel, Dave Moser, Jack DeAngeles, and Jan Tetreault to the Umpqua Basin Watershed Council. Terms to expire June 30, 2006.

The regular board meeting of August 18, 2004 has been cancelled.
