MINUTES of the board meeting of July 14, 2004 to be approved.

CITIZEN PARTICIPATION - Citizens wishing to address the commissioners concerning this agenda, or items of interest not included on this agenda, may do so at this time. When recognized, anyone addressing the commissioners will go to the microphone and give your name and address for the record.

BID OPENING

1. Reconstruction of intersection at Elkton-Sutherlin Hwy. 138 at Fort McKay Road.

2. Request for proposal No. 860 for microwave antennas and related equipment.

3. Request for proposal No. 863 for chiller maintenance contract.

HEARING

1. Petition to annex property, and order incorporating territory, to the Roseburg Urban Sanitary Authority. Chief petitioner is Duane Brown.

ADULT PAROLE AND PROBATION

1. Extension of contract through July 31, 2004 with Correctional Evaluation and Treatment, Inc. for sexual offender evaluations and treatment.

BUILDING FACILITIES

1. Modification of contract with Alpha Environmental Inc. for asbestos removal/disposal at Fairgrounds Community Building. Modification will increase contract amount from $17,958 to $28,833.

COMMISSION ON CHILDREN AND FAMILIES

1. Grant application for the Federal Early Learning Opportunities discretionary funds to enhance and expand services among local early childhood providers. If received, funds would be passed through and contracted out.

LAND

1. Real estate option and order to accept deed from Gordon and Viikky Krohn for the acquisition of right of way to be used for culvert replacement on Clark’s Branch Road. Consideration is $200.

2. Real estate option and order to accept deed from Paul and Julie Ann Fenter for the acquisition of right of way to be used for culvert replacement on Clark’s Branch Road. Consideration is $200.

PARK

1. Dedication of coastal properties (western portion of Umpqua Lighthouse State Park and Army Corps of Engineers for 32 acres containing the first beach parking lot/access and BLM parcel west of the lighthouse) as county park land.
PLANNING

1. Order approving boundary and setting final hearing of August 11, 2004 for formation of the Tri-City Water and Sanitary Authority. Chief petitioners are Robert Cavaner, Lillian Elder and Bruce Stimpson. Final hearing date for this petition was scheduled for July 28, 2004. However, publishing requirements were not met.

PUBLIC WORKS

1. Contract with Roseburg Paving Company in the amount of $399,959 for phase 2 construction of Non-Profit Campus Loop Road.

2. Preliminary order approving vacation of a portion of a dedicated Road in Plat “H” Roseburg Home Orchard Tracts without a hearing.

3. Intergovernmental agreement with Green Sanitary District for installation of a sanitary sewer line on Grant Smith Road. County portion is $13,100.

4. Order accepting completion of contract with Roseburg Paving Company for crushing, hauling and stockpiling mineral aggregate at various locations. Contract amount is $256,065.66.

5. Order accepting completion of contract with Roseburg Paving Company for realignment of Temple Brown Road, Milepost 0 to 0.1. Contract amount is $106,351.18.

6. Intergovernmental agreement with the City of Roseburg, in the amount of $404,000, for improvement and transfer of jurisdiction of Ramp Road. County portion is $145,800.

SHERIFF

1. Extension of agreement with Glendale Ambulance District for communications services. Agreement amount is $2,296.94.

2. Extension of agreement with Winston Police Department for communications services. Agreement amount is $54,411.64.
