MINUTES of the board meeting of June 25, 2003, to be approved.


1. Petition for annexation of property to the Winston-Dillard Water District. Chief petitioner is Craig Warren.


1. Orders refunding taxes to North River Jet Boat for $636.74 and Douglas Community Hospital in the amount of $19,009.78.


1. Contract with Henderson Aviation Co. for helicopter services. Flight rate is $680 per hour.


1. Agreement with the Cow Creek Band of Umpqua Tribe of Indians for use of “Starlite Theatre” property as a public parking lot and pick up and return point for county fair buses. There is no consideration for use of property.


1. Agreement with Willamette Dental as an additional coverage option for employees.

2. Modification of contract with Pinnacle Risk Management Services for personal services. Modification increases contract by $5,000.


1. Acceptance of Juvenile accountability incentive block grant for $49,831 for fiscal year 2003-2004 for a juvenile intake and adjudication project. This project will continue to support a deputy district attorney to prosecute only juvenile delinquency cases.


1. Bargain and sale deed to the City of Roseburg for a small surplus property over which the city’s bike path is constructed. There is no consideration.

2. Real estate option and order accepting a warranty deed from Thomas N. De Coite for the acquisition of right of way to be used for the widening of Melrose-Flournoy Valley Road. Consideration is $350, plus escrow fees.

3. Timber sale contract with Robert Cummings, Inc. for Douglas County’s Britt Nichols Park Timber Sale #PK005. This sale includes 110,000 board feet of timber located west of Roseburg.


1. Order appointing Carol Cushing to the North Umpqua Planning Advisory Committee. Term to expire July 21, 2005.


1. Agreement with Family Development Center for electric services reimbursement in the amount of $15,214.

2. License for use of real property with the Native American Church of Oregon.

3. Order granting vacation of a portion of Poteet Avenue, County Road No. 26C. Petitioners are Ronald and Anita Poteet.

4. Order granting vacation of a portion of the Old North Umpqua Highway upon performance or fulfillment of conditions. Petitioners are George E. and Nancy L. Acosta, Dick Moeller, Steelhead Run LLC and Oregon Department of Transportation.

5. Awarding of grant agreement for city street and bridge improvements to the following cities:

1. Annual communications service contracts with Glendale Ambulance District in the amount of $2,230.03 and Douglas County Fire District #2 in the amount of $5,594.67.


2. Purchase of seven used, pre-fab shelters from Toledo Telephone Co., Inc. for communications system. Total purchase is $126,000.
