MINUTES of the board meeting of July 9, 2003, to be approved.
HEARINGS
1. Ordinance No. 2003-7-1. Request for amendment to the Douglas County Comprehensive Plan by Ron Irvine for plan map and zone change from Farm Forest Transitional to Rural Residential – 5 acre.
COMMISSION ON CHILDREN AND FAMILIES
1. Amendment to contract No. 16367 for Umpqua Community Action Network’s Community Safety Net Program. This amendment provides an additional $5,076.25 and extends the current contract until September 30, 2003.
2. Healthy Start Medicaid Administrative Activities intergovernmental agreement with the State Commission on Children and Families for 2003-2005.
HUMAN RESOURCES
1. Extension of contract with OccuHealth for employment related health services, while Request for Proposals is in process. Term of extension to be no later than October 31, 2003.
LAND
1. Contract with Western Helicopter Services, Inc. for aerial spraying of 180 acres of county owned forest land. Bid rate is $34.43 per acre.
2. Permit with Donald C. Whitaker to allow for widening and realignment of Temple Brown Road No. 137.
MANAGEMENT AND FINANCE
1. Contract with Wicks, Emmett, Hatfield & Chappell LLP for annual audit of fiscal year 2002-2003. Contract not to exceed $62,000.
PARK
1. Lease for access road and beach parking lot at the mouth of the Umpqua River for non-motorized ocean beach access. County will provide routine policy enforcement and maintenance and install a vault restroom.
PLANNING
1. Delegation of authority report by Keith Cubic, Planning Director.
PUBLIC WORKS
1. Order accepting deed from TreeSource Industries, Inc. for the acquisition of real property for the construction, reconstruction and alignment of County Road 4-G. Consideration is $10,000, plus escrow fees.
2. Order granting vacation of property upon performance or fulfillment of conditions with Michael and Ann Dimeglio.
SHERIFF
1. Annual communications agreement for Winston Police Department use of 911 center services in the amount of $13,206.71 per quarter.
MISCELLANEOUS
1. Order setting date and notice of public hearing of August 20, 2003 for annexation of property to the Roberts Creek Water District. Chief petitioner is Mary Miller.
2. Decision on funding of Title III applications under P.L. 106-393.
